About this file

This document is a sole source justification for the procurement of mechanical slides from Jonathan Engineered Solutions under two contract numbers, FY20-13159 and FY20-13169, by the Department of the Navy. The mechanical slides, consisting of part numbers 128QD-24 and 1303410 B-L/R, are required to allow drawers to slide in and out of equipment cabinets onboard ships. These proprietary part numbers, which are only produced by Jonathan Engineered Solutions, must pass environmental qualification testing in the configuration used in technical drawing 8749400. Market research found Jonathan Engineered Solutions to be the original equipment manufacturer and sole producer of these slides. The awarded contract N6339421P0003 to Jonathan Engineered Solutions was for 280469.22 and dated January 2, 2020 to acquire the slides under the two contract numbers from the sole source justification. The Naval Sea Systems Command is the contracting agency.

Sole Source Justification under $250K

PMD Number: FY20-13159 & FY20-13169

Department: “L” DEPT.

Company Name/Brand: Jonathan Engineered Solutions

Description of Product, Supplies or Services required to meet the agency’s needs:

The Navy requires the procurement of mechanical slides produced by Jonathan Engineered Solutions. The mechanical slides to allow drawers to slide in and out of a Equipment Cabinet (TEC) that meets the capability of a shipboard environment. Each mechanical slide is required to pass Environmental Qualification Testing (EQT). The Government seeks to procure:

Identification of Justification Rational:

The Material or service must be compatible will aspects (Form, Fit, and Function) with existing systems presently installed.

A patent, copyright, proprietary data, or licensing agreement limits competition.

These are “direct replacement(s)” parts/components for existing equipment.

☐ Urgency.

Identification of the Justification Rationale Explained: **If using form, fit, and function, describe the current equipment and how the new item/service must coordinate or interface.

**If using patent, copyright, proprietary data, describe the proprietary data. **If using direct replacement, describe this below.

Jonathan Engineered Solutions company produces and owns the technical data drawings and does not sell its design to other vendors. Therefore, no other vendors are able to fabricate the mechanical slides required to operate in the TEC.

Specific Characteristics of the Item or Service required that Limit the Availability to a Sole Source or Brand Name: **This is the most important section. Explain in detail why this company or brand are the only ones that can meet the requirement.

The TEC requires any fielded weapons system that is to be installed on a to first pass EQT. The EQT regulations require any assembly, in this case the metal mechanical slides, to pass all EQT using the same configuration of components, assembled in the same manner in order for that configuration to be approved for production and installation

The engineering drawing for this TEC configuration, 8749400, requires the use of mechanical slides part numbers 128QD-24 and 1303410 B-L/R, which are both only made by the OEM - Jonathan Engineered solutions company. The 128QD-24 and 1303410 B-L/R are proprietary designs by Jonathan Engineered Solutions and no other company produces these slides.

Market Research Conducted: Through discussions with the OEM and Jonathan Engineered Solutions it was determined that Jonathan Engineered Solutions does not sell through distributors. The mechanical slides required are only made directly by them.

Statement of Actions, if any to Remove Barriers to Competition in the Future:

NSWC PHD Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.

Any Other Facts Supporting Justification: N/A
