(1) Contracting Activity:
374th Contracting Squadron, Base Support Flight, Team A
(2) Nature and/or description of the action being approved:
Repair by Securing Mooring Points for RQ-4
(3) Description of the supplies/services required to meet the agency's needs:
1. Mooring points for RQ-4 (#): Install eight (8) new mooring points at four (4) aircraft parking locations: G-3, G-5, G-6 and G-7. The new mooring points are located on the turf area and shall be installed with a new concrete foundation.
Please refer to ZNRE 19-1073 RQ-4 DWG sheets SV-002, SV-004, SV-005 and SV-006 respectively for the new mooring point locations (coordinates).
2. Static Grounding Points (GP): Install five (5) static grounding points at the following aircraft parking locations: G-3, G-4, G-5, G-6 and G-7. Please refer to ZNRE 19-1073 RQ-4 DWG for locations (coordinates) of these static grounding points.
3. Anchoring system (AP): Install anchoring system at G-4 to support the RQ-4 during engine run. Please refer to ZNRE 19-1073 RQ-4 DWG sheet SV-003 for the anchoring system location (coordinates).
(4) Identification of the exception to fair opportunity and the supporting rationale:
This requirement is urgent because there is no existing hangar space for the RQ-4 aircrafts on the flight line. Due to mission needs, Yokota AB requires temporary hangar space for inbound RQ-4 aircraft. Aircraft arrival dates cannot be modified. This project was originally requested to be completed by the end of May but market research determined this was not possible due to the scope of work required. A more realistic completion date is 30 June because Seikitokyu has previous experience (ZNRE 16-1064) executed under the Yokota AB MACC Contract and left over material on hand. Since material has to imported from the United States, awarding to another company would cause significant delays to this project and the two follow on projects (AE design and installation of the temporary hangar).
(5) Contracting Officer's determination that the anticipated cost to the Government will be fair and reasonable:
Seikitokyu have previous experience (ZNRE 16-1064) executed under the Yokota MACC Contract performing this type of work MACC Contract. Furthermore, material for this project needs to be imported from the United States and Seikitokyu has some left over materials from the previous project on hand. Therefore, any fees associated with importing material from the United States will be reduced.
