STATEMENT OF OBJECTIVES

Defense Comptrollership Program

BACKGROUND

The Office of the Assistant Secretary of the Army for Financial Management and Comptroller (ASA(FM&C)) requires non-severable, non-personal services of an accredited (AACSB) university to provide university affiliation services for program coordination and administrative support services necessary to award a Master of Business Administration and an Executive Master of Public Administration Degree to students who successfully complete the established curriculum. The completed program of study shall provide future comptrollers/resource managers with the conceptual perspective, practical and analytical tools, and management skills required in the increasingly complex, volatile, uncertain, and ambiguous resource management environment.

Historically, beginning in 1952, the Army partnered with Syracuse University to form the Army Comptrollership School. Over the following 60 years, over 1,900 military and civilian personnel attended the Army Comptrollership School at Syracuse University. Graduates have risen to the highest ranks of financial management in the Department of Defense. In 2002, the ASA(FM&C) and Syracuse University’s Whitman School of Management and Maxwell School of Citizenship and Public Affairs developed a joint degree –Master of Business Administration/Executive Master of Public Administration –collectively referred to as the Defense Comptrollership Program (DCP) to replace the Army Comptrollership School’s MBA Program. The goals of the revised program are to provide students with the essential tools of private and public sector business practices and the ability to analyze and develop public policy. In the current operational environments of the Department of Defense’s efforts to improve the efficiency and effectiveness of its business practices and processes, both skill sets are essential.

Presently, this advanced education is for selected civilian and military personnel who have successfully completed a rigorous board selection and interview process. The DCP coursework includes: Economic Foundations of Business; Economics of International Business; Creating Customer Value; Managing Marketing Mix; Data Analysis; Dispute Resolution for Public Managers; Business Analytics; Policy Analysis; IT for Decision Making; Understanding Financial Statements; Creating Financial Statements;

Ideation; Accounting Analytics; Managerial Leadership; Operations Management; Supply Chain Management; Competitive Strategy; Corporate Strategy; Financial Markets and Institutions;

Fundamentals of Financial Management; Accounting for Managerial Decisions; Seminar in Comptrollership and CDFM; Financial Analytics; Fraud Examination; Global Entrepreneurial Management; and a Master's Project. Successful graduates are awarded a Master of Business Administration (MBA) with a Concentration in Business Analytics and an Executive Master of Public Administration (EMPA) degrees.
