U.S. SMALL BUSINESS ADMINISTRATION
Federal and State Technology (FAST) Partnership Program to Provide Organizations with Funding for
Outreach, Mentoring, Technical and Business Assistance to R&D-focused Small Businesses Interested in the SBIR/STTR Federal R&D Programs
AGENCY: U.S. Small Business Administration
ACTION: Notice of Funding Opportunity No. FAST-2019-R-0013
The U.S. Small Business Administration (SBA) plans to issue Notice of Funding Opportunity No. FAST-
2019-R-0013 with estimated total program funding of $2,948,798 million. The award ceiling is $125,000 and the award floor is $0. Applicants may request any amount up to the award ceiling. Funding will go to organizations to conduct outreach, mentoring, financial support, technical and business assistance to R&D focused small businesses interested in the SBIR/STTR Programs. Applications will be considered from all 50 states, U.S. territories and the District of Columbia. This program is authorized by Public Law (P.L.) 111-117 and 15 U.S.C. 657d(c). Only one proposal from each state may be submitted to the SBA for consideration and this application must have a signed letter of endorsement from the state governor or equivalent.
Please note that all technical proposals must be 10 pages or less, single spaced or greater, with size 12 font. See pages 7-12 of the Notice of Funding Opportunity for Technical Proposal content and attachments. Eligible applicants include, but are not limited to, state and local economic development agencies, colleges and universities, Small Business Development Centers, Women’s
Business Centers, Procurement Technical Assistance Centers, incubators, and accelerators.
Funds will be provided to conduct programs for a 12-month performance period. The announcement will be available at www.grants.gov/ and www.sbir.gov/about-fast. Applications/proposals must be submitted on www.grants.gov/ and must be validated and accepted by 4:00 p.m., Eastern Daylight
Time (EDT) June 28, 2019 by the SBA Office of Grants Management.
