About this file

This is a Justification for Single Source procurement document submitted by the Duval County Tourist Development Council (TDC) to the City of Jacksonville Finance & Administration Department, Procurement Division. The document requests a single source award to Gator Bowl Sports for the FY 26-27 TaxSlayer Gator Bowl, a post-season college football game. The scope of work includes fan promotion, national television broadcast, and marketing management collateral materials. The request was submitted on July 29, 2026, and references supporting documentation including a Scope of Work, proposal, TDC Meeting Minutes from February 12, 2026, and TDC Meeting Minutes with Budget from April 16, 2026.

The contract value is $270,000 in grant funding for fiscal year 26-27. Gator Bowl Sports is identified as the only not-for-profit entity in Duval County certified by the National Collegiate Athletic Association (NCAA) to host the TaxSlayer Gator Bowl event, which serves as the basis for the single source justification. Market research conducted by Carol Brock, TDC Executive Director, confirmed this exclusivity through review of LinkedIn, the TaxSlayer Gator Bowl website, and Wikipedia. The procurement document includes attestation that no actual, potential, or perceived conflicts of interest exist with the recommended supplier, consistent with Chapter 112, Florida Statutes.
