Summary of Local and Regional Procurement Budget

Total $2,825,012

• A summary of the local and regional procurement budget should be in Part 1: General Explanatory Comments. This summary represents applicable costs excerpted from allowable line items of the budget.

• This LRP budget total figure ($2,825,012) does not appear on the budget summary. It is however an important total for FAS to understand the total amount proposed towards local and regional commodity procurement.

• Only the Commodity Procurement section cost should equal the Commodity Procurement costs in the budget summary; all of those costs may contribute to the required local and regional procurement portion of the award.

• These costs are also to be described in Parts 2, 4, and 5 as part of the cost category/line item to which they belong.

• Capacity building costs (i.e. Activity costs) and cost share are not allowable as part of this local and regional procurement budget.

• Cost sharing or matching is not required for eligibility but is encouraged to maximize program impacts and engender in-country sustainability.

• Cost share will be reviewed and considered by the review panel and may receive up to two bonus points.

• During negotiations, FAS will also ensure that any allowable cost share proposed by the approved Applicant is retained and included in the agreement.

Cost Share is not:

• To be used to reach the three percent minimum monitoring and evaluation budget.

• To be used to reach the recommended ten percent local and regional procurement budget.

• Unrecovered indirect costs by the Applicant.

• Food vouchers and cash-based transfers are not allowable procurement methods and thus cannot be considered cost share within McGovern-Dole projects.

However, the Financial Assistance General Certifications and Representations Report within Sam.gov may be completed up until the date an award is signed.

• FAS will confirm receipt of Past Performance Reviews submitted to ppded@usda.gov.

Packaged Commodity Purchases: Packaged procurements follow a schedule published by Kansas City Commodities Office; procurements run twice monthly.

International Procurement Schedule is the Fiscal Year (October through September)

Operations

Agriculture

Foreign Agricultural Service

United States Department of Agriculture Foreign Agricultural Service

Operations

• Commodity procurement tonnages must be rounded to the nearest multiple of 10 metric tons.

• Warehousing and port information in comparison with proposed tonnages

• Budgets must be built on U.S. flagging to ensure no budget shortfalls

• Applicants should be aware that cargo preference applies to both U.S. donated commodities and locally or regionally procured commodities. In the unlikely event that locally or regionally procured commodities will require ocean transportation, cargo preference on the LRP shipments will be managed by IFAD/Operations. PVO’s will provide the tonnage shipped on US or Foreign Flag vessel to Operations. Applicants should contact FAS for further guidance.

• How will the commodities be shipped and delivered?

• B/L OR through Bill of Lading

• Third party contractors (surveyors, freight forwarders)

2 CFR 200 Updates

• 2 C.F.R. 200.206 (a)(2) Federal awarding agency review of risk posed by applicants has been expanded to require the Federal awarding agency review the non-public segment of the OMB-designated integrity and performance system accessible through SAM (currently the Federal Awardee Performance and Integrity Information System (FAPIIS)) prior to making a Federal award where the Federal share is expected to exceed the simplified acquisition threshold. The Federal awarding agency must consider all of the information available through FAPIIS with regard to the applicant and any immediate highest level owner, predecessor (i.e.; a non- Federal entity that is replaced by a successor), or subsidiary, identified for that applicant in FAPIIS, if applicable.
