About this file

This is a delivery schedule memorandum issued by the Federal Bureau of Prisons Federal Correctional Complex (FCC) Coleman in Florida on August 11, 2026, establishing operational requirements for vendors supplying food products during the fourth quarter of FY-2027 (October 1 – December 31, 2026). The memorandum specifies four distinct delivery schedules: Schedule #1 requires all items in a single shipment between October 1-15, 2026; Schedule #2 splits quantities into two equal shipments with deliveries in October and November; Schedule #3 divides orders into three equal shipments spanning October through December; and Schedule #4 implements weekly deliveries on Mondays and Tuesdays across 13 shipments from October 5 through December 29, 2026, with produce due Mondays and bread, milk, and eggs due Tuesdays. Delivery hours are restricted to 7:30 a.m. to 2:30 p.m. Monday through Friday, with no Saturday, Sunday, or federal holiday deliveries permitted.

All deliveries must be palletized and wrapped, with non-frozen perishable foods maintained between 34-40 degrees Fahrenheit and frozen foods at 0 degrees Fahrenheit or below. The facility reserves the right to conditionally receive items for three days of testing and inspection, with unacceptable items subject to vendor pickup within two weeks at the vendor's expense or disposal by the facility. Performance issues—including missed delivery windows, temperature violations, or specification failures—will be documented and considered in future contract awards. The memorandum prohibits faxed invoices and requires all invoices to be mailed or emailed. Vendor inquiries should be directed to Angel Metcalf, Food Service Administrator, at ametcalf@bop.gov, or the Food Service Warehouse at (352) 689-3055/3052/3165/3051/3056.
