About this file
This is a delivery schedule memorandum from the Federal Bureau of Prisons' Federal Correctional Complex (FCC) Coleman, Florida, establishing operational requirements for vendors awarded contracts under solicitation 15B30226PR000392 for FY-2027 First Quarter National Menu supplies. The memorandum, issued August 11, 2026, by Food Service Administrator Angel Metcalf, outlines four distinct delivery schedules that vendors must strictly adhere to during the October 1 through December 31, 2026 performance period. Schedule #1 requires all items in a single shipment between October 1-15, 2026; Schedule #2 splits quantities into two equal deliveries in October and November; Schedule #3 divides orders into three equal shipments across October, November, and December; and Schedule #4 mandates weekly deliveries on Monday-Tuesday from October 5 through December 29, 2026, with produce due Mondays and perishables (bread, milk, eggs) due Tuesdays. All deliveries must occur between 7:30 a.m. and 2:30 p.m., Monday through Friday, with no deliveries on weekends or federal holidays (Columbus Day, Veterans Day, Thanksgiving, and Christmas).
The memorandum establishes strict quality and compliance standards for all deliveries. All items must be palletized and wrapped; non-frozen perishables must arrive at 34-40 degrees Fahrenheit and frozen items at 0 degrees Fahrenheit or below, with any evidence of prior thawing resulting in automatic rejection. Conditional receipt is permitted for three days to allow testing and examination, after which unacceptable items must be picked up by the vendor at their expense within two weeks or will be disposed of. Performance issues—including missed delivery schedules or specification non-compliance—will be noted and considered in future award decisions, with late or rejected deliveries subject to re-award to the next successful bidder. FCC Coleman reserves the right to adjust quantities with one week's notice based on institutional needs. Vendors should direct questions to the Food Service Warehouse at (352) 689-3055/3052/3165/3051/3056 and send all invoices via mail or email (no faxes) to ametcalf@bop.gov.
