Eligibility Who Can Apply

Eligible Applicants ONDCP invites applications from non-profit organizations as described in Section 501(c)(3) of the Internal Revenue Code (including faith-based, community, and tribal organizations), and institutions of higher learning (including tribal institutions of higher education) with demonstrated expertise in training on evidence-based treatment for criminal justice-involved individuals with addiction, including when substance use disorder co-occurs with other mental health conditions. Applicants must be able to secure the participation of addiction medicine experts and licensed behavioral health practitioners.

ONDCP welcomes joint applications from two or more eligible applicants; however, one applicant must be clearly indicated as the primary applicant (for correspondence, award, and management purposes) and the others indicated as co-applicants. The applicant should provide information that demonstrates the strength of the commitment of their partnering organizations, as set forth in Memoranda of Understanding, letters of support, statements of work, etc. All co-applicants must have demonstrated expert knowledge and extensive experience in training drug court and other criminal justice practitioners on the provision of evidence-based treatment to individuals with addiction, including when substance use disorder co-occurs with other mental health conditions.

Other Eligibility Requirements Cost Sharing and Match Requirements: This announcement does not require cost sharing or matching funds.

Pre-Agreement Cost Approvals: ONDCP does not typically approve pre-agreement costs; an applicant must request and obtain the prior written approval of ONDCP for all such costs. However, all such costs prior to award and prior to approval of the costs are incurred at the sole risk of an applicant.

Generally, no applicant should incur project costs before being awarded a Federal grant. Should there be extenuating circumstances that appear to be appropriate for ONDCP’s consideration as pre-agreement costs, the applicant should contact the point of contact listed in the title page of this announcement for details on the requirements for submitting a written request for approval.

Program Description ONDCP’s Drug Court Training and Technical Assistance Cooperative Agreement supports training and technical assistance (TTA) to ensure access to evidence-based addiction treatment through drug courts, including when substance use disorder co-occurs with other mental health conditions. ONDCP seeks to reduce drug use and its consequences through evidence-based treatment that leads to long-term recovery, and this cooperative agreement will support the President’s priorities by applying this to the criminal justice system.

The purpose of this cooperative agreement is to: (1) educate, train, and produce materials to improve the implementation of evidence-based treatment to individuals with addiction, including when substance use disorder co-occurs with other mental health conditions; (2) decrease criminal justice costs and recidivism rates; and (3) improve access to evidence-based addiction treatment that includes medications for opioid use disorder through drug courts. The cooperative agreement recipient shall:

• Use expert practitioners in the science of addiction and evidence-based addiction treatment, as well as integration of treatment into the criminal justice system.

• Use licensed behavioral health practitioners.

• Provide in-person training, online training, and jurisdiction-specific technical assistance to a wide range of geographically distributed areas—including rural locations—at the state, local, and tribal levels.

• Ensure close alignment of all TTA materials with the Trump Administration’s policy priorities, including the 2026 National Drug Control Strategy; an evidence-based approach to treating addiction--to include FDA-approved medications for opioid use disorder--contingency management, and other evidence-based behavioral health modalities for other substance use disorders; naloxone distribution and naloxone training.

• Designate and fund a research or academic organization to conduct an independent assessment of the effectiveness and impact of training and technical assistance conducted under this cooperative agreement. The independent study should involve data collection from state, local, and tribal jurisdictions engaged in cooperative agreement recipient programming.

All portions of the application must reflect these objectives and subject matter areas.

Purpose & Expectations The objectives of the program are as follows:

• To develop and provide no-cost, on-request curricula and TTA to educate and train drug court practitioners at local, state, tribal, regional, and national levels, about evidence-based addiction treatment—including when substance use disorder co-occurs with other mental health conditions—at all points of engagement with the criminal justice system. This training and technical assistance should ensure it is targeted to local needs, emphasizes overcoming barriers to service and resource limitations, and prepares drug court practitioners to avoid unnecessary interference with expert medical judgment.

• To develop and provide no-cost, on-request curricula and TTA to educate and train treatment providers working with drug courts at local, statewide, tribal, regional, and national levels, about evidence-based addiction treatment—including when substance use disorder co-occurs with other mental health conditions—at all points of engagement with the criminal justice system. This training and technical assistance should ensure it is targeted to local needs and emphasizes overcoming barriers to service and resource limitations.

• To designate and fund a research or academic organization to conduct an independent assessment of the effectiveness and impact of training and technical assistance provided under this cooperative agreement.

The program’s goals are: (1) to equip criminal justice practitioners with the skills and information needed for implementation of evidence-based treatment to people with addiction—including when substance use disorder co-occurs with other mental health conditions—to ensure evidence-based interventions from arrest to reentry; (2) to expand the meaningful use of medication for the treatment of substance use disorders in drug court settings; and (3) to ensure access to evidence-based addiction treatment and overdose reversal medications through drug courts; support long-term, peer-supported recovery; and prevent overdose deaths.

Statutory Authority The authorities for this funding opportunity are the SUPPORT for Patients and Communities Act, 21 U.S.C. § 1704(e) and the Consolidated Appropriations Act of 2026, Public Law 119-75. The Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal awards are applicable to the government and applicants, cooperative agreement applications, and cooperative agreement awards to non-Federal entities. Application Review Initial Review ONDCP will review each application to make sure it meets basic requirements. ONDCP will not consider an application that:

• is from an organization that doesn’t meet all eligibility criteria;

• does not fully comply with the four sections described in the Required Application Format and Content portion of this notice of funding opportunity; or
