About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Fish and Wildlife Conservation Commission (FWC). The agency is seeking to procure a benchtop imaging flow cytometer, the Yokogawa Fluid Imaging Technologies Bench Top FlowCam 8400, which is used for screening harmful algal bloom monitoring and event response samples. The instrument can capture high-resolution digital images of particles and organisms ranging in size from 3mm to 1mm suspended in liquid medium. FWC is requesting up to 3 years of this equipment and services upon issuance of a purchase order. The total estimated dollar amount for this single-source acquisition is $122,000.
Yokogawa Fluid Imaging Technologies, Inc. is identified as the sole manufacturer and sole distributor of the FlowCam in the United States and Canada. FWC has been using the FlowCam since 2021 and has established standard operating procedures for its use with Florida harmful algal blooms and Lugol's solution, a fixative. An additional instrument is being requested to increase sample throughput and maintain data consistency for the agency's harmful algal bloom monitoring efforts.

The Bench Top FlowCam 8400 is a benchtop imaging flow cytometer that captures high-resolution, digital images of particles and organisms ranging in size from 3mm up to 1mm that are suspended in a liquid medium such as seawater or culture media. This instrument is used for screening harmful algal bloom monitoring and event response samples and can easily switch between live and Lugol's-fixed samples.
Intended Single Source:
Yokogawa Fluid Imaging Technologies, Inc.
Estimated Dollar Amount:
$122,000.00
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
Yokogawa Fluid Imaging Technologies, Inc. is the sole manufacturer and sole distributor of the FlowCam in the United States and Canada. The FWRI HAB team has been implementing the FlowCam to help screen routine and event response samples, including hundreds of archived samples, since 2021 and has established SOPs for Florida HABs and our most commonly used fixative, Lugol's solution (a standard iodine-based reagent used for safely fixing cells at the time of collection). Another instrument is requested to help increase sample throughput. In addition to providing consistency of analysis and data to the HAB group, this is the only bench top cytometer that has the Automated Liquid Handling (ALH) for FlowCam™ which seamlessly integrates with FlowCam 8000 Series instruments to enable automated sample preparation and analysis with state-of-the-art robotic handling via a micro-syringe pump and fluidics system that can be reset or replaced by the user for rapid use with different buffers, solvents, or fixatives.
This includes Lugol's fixative, which cause staining over time and thus requires regular user replacement of the fluidics tubing to maintain sample integrity.
Approved By (names & titles, as appropriate, e.g., requestor, requestor management, information systems, budget, purchasing):
