About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) from the Florida Fish & Wildlife Conservation Commission (FWC) for Law Enforcement Training Services to be provided by the National Association of State Boating Law Administrators (NASBLA). The requested services include Boat Operations and Training Courses such as Basic Crew Member, Boat Operator for Search and Rescue (BOSAR), Tactical Operator, Pursuit and Stop, and Small Vessel Rad-Nue Detection. The contract term is from 7/2/2023 through 7/1/2026. FWC has determined that NASBLA is the sole source for this training, as NASBLA's nationally credentialed BOAT instructors are the only authorized providers, and entry of graduates into the national database can only be achieved through NASBLA's program.

The estimated dollar amount for this contract is $300,000. FWC is requesting authority to purchase these services from NASBLA as a sole source. Any prospective vendors must provide information in writing regarding their ability to supply the requested services by April 7, 2023 at 2:30 PM ET. The contract will be awarded to the vendor that demonstrates the capability and integrity to fully perform the contract requirements in compliance with Chapter 287, Florida Statutes, and all other applicable rules and laws.
