About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Fish and Wildlife Conservation Commission (FWC). The agency is seeking an annual maintenance agreement for a benchtop tandem quadrupole mass spectrometer coupled to an Ultra High Performance Liquid Chromatography System. This equipment is used for analyzing seafood samples for human safety, and routine maintenance is required to keep the instruments reliable and operational for the Harmful Algal Bloom Group's work. The intended single source for this service is Waters Technologies Corporation, and the estimated dollar amount is $175,000 for a three-year term upon issuance of a purchase order.

The justification for the single-source acquisition is that the equipment is proprietary to Waters Corporation, and service can only be provided by the manufacturer. Unauthorized repairs would void any warranty, and the majority of the parts are only manufactured by Waters. Additionally, the equipment may be entitled to factory-directed updates such as instrument and/or software upgrades, which are provided only by Waters.
