About this file

This is a Questions & Answers Addendum issued by the Florida Fish and Wildlife Conservation Commission (FWC) in response to inquiries regarding Solicitation No. FWC 25/26-109C for the Andrews Dock Replacement & River Road Day Use Area project. The addendum addresses 14 questions submitted by prospective bidders regarding project specifications, archaeological monitoring requirements, pile installation procedures, permitting responsibilities, and weather-related scheduling adjustments. All bid responses were due by 3:00 PM ET on Wednesday, August 27, 2025. Key clarifications include confirmation that steel pile splicing is permitted, full-time third-party monitoring of pile installation is not required by the engineer, and contractors should account for drilling in the event practical refusal is reached before minimum embedment. The FWC confirmed that experience requirements in similar commercial pile driving projects only apply if the base bid plus alternates equals or exceeds $500,000, and that contractors must verify local building permit requirements directly with permitting agencies. Additionally, archaeological monitoring should cover all ground-disturbing activities as recommended by the Department of Historical Resources (DHR), with the contractor responsible for confirming the specific scope with the professional archaeologist.

The addendum provides technical guidance on construction standards, requiring contractors to follow FDOT Standard Specifications for Road and Bridge Construction in the latest edition. Project specifications and construction plans are available upon request through the FWC Purchasing Office. Contractors may use their own archaeologist or utilize FWC's archaeologist at a rate specified in the contract Terms & Conditions. The FWC acknowledged that mandatory weekly reports will document any weather-related delays, with the agency offering consideration for schedule adjustments due to weather impacts and river rise conditions affecting working conditions. Protests regarding the solicitation must be filed with the Purchasing Office at 1875 Orange Avenue East, Tallahassee, Florida 32311-6160 within the timeframe prescribed by Florida Statutes Section 120.57(3) and Chapter 28-110, Florida Administrative Code.
