About this file

This document is an addendum to a Request for Statements of Qualifications (RFSOQ) issued by the Florida Fish and Wildlife Conservation Commission (FWC) for the Tenoroc Archery Center Project Services. The solicitation seeks to select one qualified firm to provide professional services for a new 40,000-square-foot indoor archery center located at the Tenoroc Public Use Area, which was previously a phosphate mine site. The proposal responses are due by 3:00 PM (ET) on August 29, 2025, and five printed copies are required. The project includes an indoor archery center, six outdoor archery fields, outlying restrooms, and a maintenance building.

The total estimated project budget ranges between 12 and 16 million dollars, covering design, permitting, and construction. Federal funding is involved in the project, though Federal Acquisition Regulation (FAR) compliance is not required since there is no subrecipient agreement with a federal agency. The site presents some unique challenges, including two major drainage ditches and wetlands issues that will need to be addressed by the selected professionals. Bidders are allowed to submit a proposal as a Prime contractor and also be a team member for another offeror. The conceptual floor plan includes multiple indoor archery ranges, administrative offices, classrooms, restrooms, and other support spaces.

BEGIN ADDENDUM

QUESTION #1

The RFSOQ states that the U.S. Fish and Wildlife Services (FWS) has a conceptual floor plan for the project. Would it be possible to post this plan to the website for review?

This information would be very helpful for our internal planning.

ANSWER #1

BELOW IS THE CONCEPTUAL FLOOR PLAN

QUESTION #2

How many firms does the FWC intend to select for this contract?

ANSWER #2

The goal is to acquire the services of one qualified firm to provide all the services needed to complete this project.

QUESTION #3

800,000 was listed under “estimated construction budget” but the “project scope” says that a 40,000-sf building is included. Is this a remodel of an existing building, or does the project budget otherwise not include the building itself? A building of this size would typically range from 2m-10m depending on construction type and buildout. We were not sure if 800,000 was meant to be a design budget, is missing a zero, or if otherwise there is a mistake in the solicitation or something we were missing. Can FWC provide some clarity regarding this point? Will the archery center be air conditioned with conference rooms, include locker rooms, or include a concessionaire?

ANSWER #3

This is a request for professional services only. It is not a construction budget. The estimated budget for the entire project – design, permitting and construction – is between 12- and 16-million dollars.

See response to question 1 for the conceptual floor plan for the archery center. In addition to the archery center there will be outlying restrooms and a maintence building.

QUESTION #4

The RFSOQ lists an estimated construction budget of 800,000 for a project that includes an approximately 40,000 SF indoor archery center and six outdoor archery fields, along with site development and permitting. Based on the stated scope, that amount appears low compared to typical cost for similar public-use facilities. Could you please confirm whether the 800,000 figure is correct and intended to represent. The total anticipated construction cost for the full scope, or a portion/phase of the work, with additional construction phases to follow?

ANSWER #4

See answer to Question #3.

QUESTION #5

Could the FWC please provide clarification on the project budget?

FWC SOLICITATION ADDENDUM 4

ANSWER #5

See answer to Question #3.

QUESTION #6

Does the FWC want to receive 5 printed copies of the proposal or 3 printed copies

(inconsistency on page 4 of the RFP)

ANSWER #6

The correct number requested is five (5) printed copies.

QUESTION #7

Is there a map available of the planned location for the conceptual layout for the indoor and outdoor archery range on this property? Given that the site once served as a phosphate mine, are there any requirements for site remediation or long-term monitoring?

ANSWER #7

The proposed site is on land formally used as a phosphate mine located just inside the gate of the Tenoroc Public Use Area. There are certain conditions associated with the previous use of this site that will need to be addressed by the chosen professionals.

These include, but may not be limited to, two major drainage ditches and some wetlands issues.

QUESTION #8

Is there federal funding involved in this project, and if yes, will FAR compliant accounting be required?

ANSWER #8

Yes, there is federal funding involved; however, FAR doesn’t apply unless there is a subrecipient agreement with a federal agency to complete the work – which in this case there is no such agreement.

QUESTION #9

In reference to the above-mentioned RFSOQ, are we allowed to submit a proposal as Prime but also be a team member for another offeror?

ANSWER #9

Yes, this is allowed.
