About this file
This is a Questions & Answers Addendum issued by the Florida Fish and Wildlife Conservation Commission (FWC) for Solicitation No. FWC 26/27-12 regarding the construction of a modular house at Dinner Island Ranch Curry Hammock in Hendry County. The addendum addresses six clarification questions submitted by potential bidders regarding project specifications and requirements. All bid responses must be received by 3:00 PM ET on Wednesday, October 7, 2026. Key clarifications provided include confirmation that both a bid bond and Performance & Payment bonds are required for projects exceeding $100,000; acceptance of Hardie Board or approved equivalents as substitutes for wood-look composite materials; specification of pressure-treated wood for the ADA ramp with contractor-designed plans subject to FWC approval; allowance for elite panel roofs on covered carports and porches provided they meet wind requirements; identification of Glades Electric Cooperative, Inc. as the local power provider rather than FPL; and confirmation that no power currently services the existing pole barn scheduled for removal.
The addendum confirms that the bid guarantee requirement is five percent of the total bid amount for projects exceeding $100,000, and that bid bonds must be signed by a Florida-licensed resident agent holding current Power of Attorney from the issuing surety company. Bidders are required to enter into a written contract within five calendar days of receiving executable copies and must provide Performance and Labor & Material Payment bonds within ten calendar days of contract receipt. Failure to comply with these bonding requirements results in forfeiture of the bid guarantee. The document establishes protest procedures requiring written notice to the FWC Purchasing Office at 1875 Orange Avenue East, Tallahassee, Florida 32311-6160 in accordance with Section 120.57(3) of the Florida Statutes and Chapter 28-110 of the Florida Administrative Code.

QUESTION #1
We are under the assumption that this project would require a bid bond and a P&P bond. Can you confirm if that is the case?
ANSWER #1
Yes, Per B-11. BID Guarantee
On projects where the base bid and sum of all additive alternates exceeds $100,000.00 the bid shall be accompanied by a bid guarantee (bid bond) of not less than five (5) percent of the amount of the bid.
The bid bond may be a Cashier’s check, Official bank check, Money Order or Bid Bond made payable to
Owner. If a bid bond is submitted, it must be signed by a Florida Licensed Resident Agent who holds a current Power of Attorney from the Surety Company issuing the Bond and the Power of Attorney must be attached to the Bid Bond. Such check or Bid Bond shall be submitted with the understanding that it shall guarantee that the Bidder (a) will not withdraw its bid for sixty (60) days after the scheduled date of opening of the bids; (b) will enter into a written contract with Owner in accordance with the form of
Contract attached as EXHIBIT 1 within five (5) calendar days after receiving the executable copies, and
(c) will diligently pursue the required Performance Bond and Labor and Material Payment Bond and provide such bonds within ten (10) calendar days after receiving the Contract. In the event Bidder fails to perform as described in the preceding sentence, the Bidder shall be liable to Owner for the full amount of the bid guarantee as representing the damage to Owner on account of the default.
The Bid Bond, Cashier’s check, Official bank check or Money Order of any Bidder will be returned upon its request, provided it has not been notified of the acceptance of its bid prior to the date of such request

FWC SOLICITATION ADDENDUM 3

QUESTION #4
Can the covered carport and porches be made of the elite panel roofs or do they need to be trussed?
ANSWER #4
A trussed roof is not required; however, the submitted design must meet the wind requirements for this project.
QUESTION #5
Can you confirm FPL is the power provider as FPL states they do not service that area?
ANSWER #5
Glades Electric Cooperative, Inc. is the power company for all the houses/offices on site. They service Hendry &
Glades County, so they would be the one to contact.
QUESTION #6
Does existing pole barn have power to it that will need to be disconnected?
ANSWER #6
There is no power to the pole barn in need of removal.
