About this file

This is a Questions & Answers Addendum issued by the Florida Fish and Wildlife Conservation Commission (FWC) Procurement Office for Solicitation No. FWC 25/26-97 regarding Single Prisoner Transport Systems. The addendum clarifies specifications for custom-fabricated prisoner transport systems to be mounted in FWC patrol vehicles. The solicitation requires bidders to provide unit pricing for two quantity brackets (1-50 units and 51-100 units) with responses due by 3:00 PM ET on Wednesday, May 13, 2026. A non-mandatory pre-bid conference was held on April 23, 2026, and written questions were due by April 30, 2026. The anticipated award date is May 19, 2026, with a contract term of three years from Purchase Order issuance and options to renew annually for up to three additional years. All quoted prices must include shipping and delivery F.O.B. destination.

The addendum addresses three technical inquiries regarding material specifications for the prisoner transport systems. Bidders are clarified that the transparent panel material is 1/8-inch thick plexiglass rather than Lexan, and the expanded metal mesh featured in the system specifications contains diamond-shaped openings measuring 1.25 inches by 1.25 inches. All bid responses must be sealed and submitted to the FWC Purchasing Office at 1875 Orange Avenue East, Tallahassee, Florida 32311-6160. Mandatory requirements include registration in MyFloridaMarketPlace and SunBiz prior to bid opening, submission of the ITB Acknowledgement Form, completed Price Sheet, minimum three references, proof of insurance, E-Verify enrollment, and forced labor certification. The contract will be awarded to the responsive, responsible bidder submitting the lowest total price across all contract years.
