The solicitation requires vendors to build two 15-foot by 8-foot aluminum airboats equipped with 525 horsepower 7.4-liter Levitator MS.70 engines, comprehensive instrumentation, dual rudder systems, safety equipment including propeller guards and bilge pumps, and custom-built tandem-axle trailers with LED lighting systems. Project #1 includes a 36-inch grass rake while Project #2 does not. The bid was advertised April 1, 2026, with questions due by April 8, 2026 at 5:00 PM ET and sealed bids due April 20, 2026 at 2:30 PM ET at the Commission's Tallahassee headquarters. Public bid opening will occur on April 20, 2026 at 2:30 PM ET with options for in-person or teleconference attendance. The anticipated award date is April 23, 2026. The contract term is one year from issuance of the Purchase Order, with extension requests subject to Commission approval if force majeure circumstances arise. All bids must include a minimum of three verifiable references for similar projects, a completed price sheet, mandatory responsive requirement certifications, list of subcontractors, and evidence of airboat manufacturing experience of at least 12 consecutive months with a minimum of 20 units constructed.
The estimated budget for this procurement is $180,000 total. Pricing must include all necessary equipment, delivery costs to locations within Florida, and be quoted on an F.O.B. destination basis with transportation charges prepaid and no additional charges for boxing, crating, packing, or insurance. The award will be made to the responsive, responsible bidder submitting the lowest total price. Subcontracting is permitted with submission of a Subcontractor Minority Status Report required with each invoice; bidders are encouraged to utilize certified minority, women, and service-disabled veteran business enterprises. The Commission will conduct inspections and require delivery within Florida; vendors must contact Commission staff regarding inspection and pickup/delivery logistics once each build is completed. Liquidated damages of $100 per calendar day will be assessed for delays beyond the completion date unless the delay is attributable to circumstances beyond the contractor's control. The contractor assumes full responsibility for all materials and equipment, including warranty coverage and replacement of defective items within 30 days of notification, and must maintain compliance with federal, state, and marine safety regulations, including E-Verify employment verification requirements and all applicable Florida Statutes.
