About this file

This is Addendum No. 1 to a solicitation issued by the Florida Fish and Wildlife Conservation Commission (FWC) for the construction of a storage building in Lake City, Florida (Solicitation No. FWC 25/26-70C). The addendum provides clarifications and answers to 24 questions submitted by prospective bidders regarding the project specifications and design details. Key clarifications include confirmation that triple stack 2x6 pressure-treated lumber must be used for support columns rather than solid 6x6 posts, standard CDX plywood is required for all sheathing instead of OSB or Zip Board, wall-mounted HVAC mini split units must be manufactured by Gree or owner-approved equal, and 4-inch round floor drains are acceptable. The addendum also specifies that the 200-amp electrical panel must utilize a NEMA 4X powder-coated steel enclosure with 3-pole circuit breakers, trusses must be centered on bearing columns at 10 feet above finished floor using Simpson Strong Tie post-to-beam connections or approved equivalents, and all interior sheathing shall be CDX plywood rather than gypsum wallboard. All responses must be received by 4:00 PM Eastern Time on Tuesday, January 20, 2026, with a public bid opening scheduled for the same date and anticipated award on January 21, 2026.

The addendum confirms additional technical requirements including that underground electric service must be installed to the new panel, connection to sanitary sewer is approximately 80 linear feet away with potable water supply approximately 100 linear feet away with exact locations to be determined on-site, two 12,000 BTU mini split units are specified, all refrigeration piping must be insulated with 2-inch ARMAFLEX, and the new electrical panel shall be main breaker configuration. The building design must be constructed as specified without design modifications, pressure-treated columns below grade require no additional waterproofing, and no connection is required between column bases and the concrete stabilizing pads. The addendum clarifies that chain link fencing removal is included in the scope but fence repair will be completed by others, and condensation drain lines must terminate a minimum of one foot away from the building into a gravel drywell.

BEGIN ADDENDUM

QUESTION #1

Plans call for a triple column stack 2x6 for support members on exterior walls and interior supports, can we substitute solid 6x6 posts for this?

ANSWER #1

No, use triple stack 2x6 for columns.

QUESTION #2

¾” plywood sheathing does the FWC want OSB / Zip Board sheathing / Standard CDX plywood

ANSWER #2

¾” sheathing should be standard CDX plywood

QUESTION #3

Wall mounted HVAC mini splits does the FWC have a certain manufacturer to use?

ANSWER #3

Wall mounted HVAC mini split units shall be manufactured by “Gree” or owner approved equal.

QUESTION #4

The 4” floor drains can they be round floor drains not square?

ANSWER #4

4” round floor drains are acceptable.

Irving, Jordan THIS IS FOR Q&A ONLY. IF YOU ARE NOT USING THE ADDENDUM FOR Q&A, DELETE THIS SECTION AND USE THE SECOND OPTION BELOW.

FWC SOLICITATION ADDENDUM 3

QUESTION #5

Drawing shows the 2x6 triple pack support running through footing outlined in yellow to approx.. 4’to a pad below grade. Also circled in red is rebar that states continuous rebar. Can this rebar be bent around the 2x6, if not can a detail be provided showing how to achieve this rebar through the center of support post and maintain structure and code design?

Would a ABU66Z or similar post base be acceptable substitution using 6x6 posts instead of triple pack 2x6. The post base be mechanically fastened to the footer and not passing through the footer but sitting on top eliminating this issue

ANSWER #5

Holes are to be drilled through the 2x6’s, then the rebar is threaded through. Alternative column support is not acceptable. The building needs to be constructed as designed.

QUESTION #6

For detail 1/A501 steel angle with threaded anchor bolt, can thickness and dimensions of steel angle be given? Last, is it acceptable to drill and epoxy threaded rod in-lieu of wet setting bolt in slab?

FWC SOLICITATION ADDENDUM 4

ANSWER #6

Anchor L-bolt shall be 5/8” dia. x 8” long. Bolt shall be wet set.

QUESTION #7

*Referring to plan page E101 with attention to Panel-A and its specifications for size and materials used for enclosure.*

Can we get information regarding the ampacity of this panel and its enclosure ratings as this is currently suggested to be a NEMA 4X and generally a NEMA 3R is most common

ANSWER #7

Use 200 AMP, 3 pole circuit breakers with NEMA 4X powder coated steel enclosure.

QUESTION #8

*Referring to plan page E101 with attention to Panel-A and its specifications for size and materials used for enclosure.*

Can a 200a 3P Service Main along with a standard type NEMA 3R for enclosure be utilized instead.

ANSWER #8

See answer #7

QUESTION #9

Wall Types 'A' and 'B' are not consistent with section drawing 1/A501. The wall types indicate exterior plywood sheathing for attachment of the metal wall cladding, but the section drawing shows wood girts. Which is correct?

Note: For Wall Type 'B' there would need to be some intermediate framing between column packs for attachment of the plywood sheathing.

ANSWER #9

Use wall types from sheet A000. Plywood sheathing to be used instead of wood girts. For Wall Type “B”, add P.T. 2x4 studs to attach the plywood.

QUESTION #10

Please confirm that all perimeter and interior columns are to be 3-pack PT 2x6. Wall Detail 1/A500 shows 3-pack 2x8's which is in conflict with other details.

ANSWER #10

Interior columns shall be 3-pack PT 2x6. Detail 1/A500 showing 2x8’s is incorrect and should be ignored.

FWC SOLICITATION ADDENDUM 5

QUESTION #11

It is our understanding that interior sheathing will be limited to 5/8" CDX up to 8' at all enclosed interior spaces, but Wall Detail 1/A500 shows 5/8" gypsum wallboard. Where is drywall required?

Above the 8' high plywood?

ANSWER #11

All interior sheathing shall be CDX plywood. Not gypsum wallboard shall be used.

QUESTION #12

Wall section 1/A501 appears to show the columns extending up to top of truss top chords with trusses side mounted to each. Roof framing plan 2/A102 appears to show trusses centered and bearing on the columns. Should columns stop at 10' AFF truss bearing height?

ANSWER #12

Trusses should be centered on bearing columns at 10’ height. Use “Simpson Strong Tie” post to beam connections or owner approved equal.

QUESTION #13

Is any coating/waterproofing required on the columns below grade?

ANSWER #13

No additional waterproofing is required on pressure treated columns below grade.

QUESTION #14

There is a spec section for OSB sheathing but all of the details for wall and roof sheathing reference CDX plywood. Where is the use of OSB permitted?

ANSWER #14

All sheathing shall be CDX plywood.

QUESTION #15

With a relatively short span of 30', the interior columns could likely be eliminated entirely with bearing limited to the perimeter column packs. Would the design team be open to this?

ANSWER #15

No, the building shall be constructed as designed.

FWC SOLICITATION ADDENDUM 6

QUESTION #16

Is any connection required between bottom of columns and the 4" thick concrete stabilizing pads atthebase?

ANSWER #16

No, column base shall rest on the concrete pad.

QUESTION #17

Are we required to replace the chain link fencing that will be removed along the north side of the property?

ANSWER #17

No, fence repair will be completed by others.

QUESTION #18

It is assumed that the existing utility poles at the northwest property corner are to remain. Are we to install new underground raceway from the pole over to the new panel location on the east end of the new building, or install a weatherhead for above ground service?

ANSWER #18

Install new underground electric service to the new panel.

QUESTION #19

Please provide an existing site utility plan to assist us in determining the points of demaraction for the connection of potable water and sanitary sewer.

ANSWER #19

Connection to sanitary sewer is approximately 80 linear feet across an unobstructed path. Potable water supply is approximately 100 linear feet across an unobstructed path. The exact location of water and sewer lines will be determined on-site prior to construction.

QUESTION #20

There is one mechanical page. It shows two mini splits with one thermostat. No capacity is listed. Please list a capacity.

FWC SOLICITATION ADDENDUM 7

ANSWER #20

Mechanical Legend lists two 12,000 BTU mini split units. Sheet E101 lists electric load and amp requirements.

QUESTION #21

One detail shows a drywell for the condensate drain. The note on the same page says to terminate 1', minimum away from building. Is it permitted to terminate the drain a minimum of 1' away from the building in to a green space?

ANSWER #21

Condensation drain line shall be a minimum of one foot away from the building and shall be discharged into a gravel drywell as shown on detail 3/M100.

QUESTION #22

A mechanical note lists a requirement for 2" wall insulation for refrigeration piping. Please verify that this is the requirement. Mini splits often have 1/2" wall pipe insulation. I have never seen insulation beyond 1" wall thickness required or install for refrigeration piping.

(occasionally, when rubber or elastomeric insulation is allowed/required for chilled water piping, it is 2" wall)

ANSWER #22

All lines shall be insulated with 2” ARMAFLEX from equipment to approved disposal point per mechanical notes.

QUESTION #23

We see the total connected load calcs, however we don’t see the amperage for the new panel on the plans – please clarify

ANSWER #23

See answer #7

QUESTION #24

Is the new panel to be main lug or main breaker?

ANSWER #24

New panel shall be main breaker.
