About this file
This is Addendum No. 1 to a solicitation issued by the Florida Fish and Wildlife Conservation Commission (FWC) for road capping services on Fisheating Creek Wildlife Management Area. The addendum provides clarifications and answers to bidder questions regarding the project scope. The project involves capping approximately 1.1 miles of road, including Banana Grove Road (1 mile) and an adjoining parking loop (0.1 mile), using DOT-certified shell rock or lime rock material at a minimum 4-inch depth. Bidders are required to supply all materials, labor, equipment, and services necessary for the complete road capping and must submit sealed bids by 2:00 PM ET on January 29, 2026. Mandatory site visits were required prior to bid submission, with the original question deadline of January 15, 2026. Project completion is required by May 30, 2026, with liquidated damages of $150.00 per calendar day assessed for delays beyond the specified completion date. The contract term is one year from issuance of the Purchase Order.
Key clarifications provided in the addendum include that no performance bond is required; DOT Bank Run Shell material is not acceptable for this project; bidders must determine the appropriate amount of fill material needed to meet specifications; material and equipment may be staged onsite at a designated fill storage site with the contractor bearing sole responsibility for security; parking spaces in the loop area require both fill material and grading with a 4% crown slope as specified; and vegetation cleared from the roadside may be piled and retained onsite per the Scope of Work rather than hauled away. The total budget for this project is $80,000, and the project is not federally funded. Subcontracting is not permitted, and bidders must be registered in MyFloridaMarketPlace (MFMP) and the SunBiz system prior to bid opening. The award will be made to the responsive, responsible bidder submitting the lowest bid price.
