About this file
This addendum to the Florida Fish and Wildlife Conservation Commission's Invitation to Bid FWC 25/26-55 provides answers to bidder questions and clarifies the scope of work for the Apalachicola Bay Oyster Restoration project. The addendum addresses a projected budget of $1,800,000 and contains a critical modification to the site location description in Section 3. The restoration sites, located in central Apalachicola Bay in Franklin County, Florida, are now specified as being east of the St. George Island/Bryant Patton Memorial (SR 300) Bridge, rather than west as originally stated. All sealed bids must be received by 1:30 PM Eastern Time on Wednesday, March 25, 2026, with public opening at the same time. The restoration work involves deploying a minimum of 26,666 cubic yards of cultch material across two parallel 100-yard by 300-yard reef sites, each with a target height of 16 inches. The contractor is responsible for securing staging areas, providing shallow-draft deck barges, vessels, equipment, and personnel for material delivery and deployment. Work must commence no later than two weeks after receiving the Notice to Proceed and be completed by September 1, 2026, with cultch deployment permitted only between March 1 and September 30 on weekdays between official sunrise and 30 minutes before official sunset Eastern Time.
Bidders must submit all-inclusive per-cubic-yard pricing covering material costs, transportation, staging, and deployment. Cultch material must be uniformly sized concrete, mixed-layer concrete, or crushed lime rock. Contractors must demonstrate vessel operator capabilities with appropriate licensing, provide a minimum of three professional references for similar barge deployment projects completed within the past eight years, and register with MyFloridaMarketPlace and SunBiz prior to bid opening. Insurance, E-Verify registration, and vendor certification requirements apply. Payment is rendered in arrears upon FWC verification of each completed restoration site, with potential reductions if cultch quantity falls below 13,333 cubic yards per site or final height specifications are not met. Liquidated damages of $100 per calendar day apply for delays beyond September 1, 2026, though contractors may request one no-cost extension through September 30, 2026. No subcontracting is permitted. The solicitation documents indicate no set-aside designations or restrictions limiting response to particular business types, making this an open competitive procurement with no identified incumbent vendors.
