About this file

This is Addendum No. 1 to the Florida Fish and Wildlife Conservation Commission's Invitation to Bid FWC 25/26-55 for Apalachicola Bay Oyster Restoration, issued March 18, 2026. The addendum addresses questions and answers submitted by prospective bidders and modifies the scope of work regarding site location. The project requires a contractor to coordinate the acquisition, delivery, staging, and deployment of cultch material (oyster restoration substrate) via barge to establish two parallel oyster restoration reefs in central Apalachicola Bay, Franklin County, Florida. A minimum of 26,666 cubic yards of cultch material—either uniformly sized concrete, mixed-layer concrete, or crushed lime rock—must be deployed across two 100-yard by 300-yard restoration sites, each with a target height of 16 inches. The pre-bid conference was held March 5, 2026, at 1:30 PM ET, the written question submission deadline was March 12, 2026, at 5:00 PM ET, and sealed bids were due March 25, 2026, at 1:30 PM ET with public opening at the same time. Work must commence within two weeks of receiving the Notice to Proceed and must be completed by September 1, 2026, with cultch deployment permitted only from March 1 through September 30 annually on weekdays between official sunrise and 30 minutes before official sunset Eastern Time. The anticipated award date was March 31, 2026, though subsequent updates indicate the notice of intent to award was delayed until April 14, 2026.

The projected budget for this procurement is $1,800,000. Pricing must be submitted on an all-inclusive per-cubic-yard basis covering material costs, transportation, staging, and deployment. This is an open competitive procurement with no set-asides, incumbent vendors, or restrictions limiting responses to particular organization types. Payment will be rendered in arrears upon completion and FWC verification of each restoration site, with potential reductions if cultch quantity falls below 13,333 cubic yards per site or final height specifications are not met. Liquidated damages of $100 per calendar day apply for delays beyond the September 1, 2026, deadline, though contractors may request one no-cost extension through September 30, 2026. Prospective bidders must be registered in MyFloridaMarketPlace and SunBiz prior to bid opening, demonstrate vessel operator capabilities with appropriate licensing, submit a minimum of three professional references for similar projects completed within the past eight years, and comply with insurance, E-Verify registration, and vendor certification requirements. The scope of work change in the addendum modifies Section 3 Site Location, clarifying that the oyster reef restoration sites are located east (rather than west) of the St. George Island/Bryant Patton Memorial (SR 300) Bridge. No subcontracting is permitted under this contract.
