About this file
This is Addendum No. 1 to Invitation to Bid FWC 25/26-53, issued by the Florida Fish and Wildlife Conservation Commission (FWC) on February 4, 2026, providing clarifications and answers to bidder inquiries for the Chassahowitzka Wildlife Management Area (WMA) Boundary Marking project. The addendum addresses two primary questions regarding equipment specifications and vegetation management procedures. All bid responses must be received by 2:00 PM ET on Wednesday, February 11, 2026, with responses received after this deadline excluded from consideration. The project involves selective forestry mulching of approximately 191.64 acres using a minimum 170 horsepower rubber-tired mulcher to process vegetation 6 inches or less in diameter to a height of 4 inches or lower. A mandatory pre-bid conference and site visit was conducted on January 28, 2026, at the project location in Brooksville, Florida, with written questions required by February 2, 2026. The anticipated contract award date is February 16, 2026, with a project completion deadline of May 31, 2026.
The FWC's clarifications establish that tracked mulchers are not acceptable; only wheeled machines meeting the specified horsepower requirements will be considered. Regarding vegetation management, the FWC clarified that when targeted species for removal are surrounded by species designated for preservation, operators should approach as closely as possible to excluded species using the mulcher; hand tools or equipment exit procedures are not required. Any incidental damage to non-excluded vegetation surrounding targeted species is acceptable, and operators may consult the on-site FWC project manager for guidance on specific instances. The estimated budget for this project is $65,000.00, with liquidated damages assessed at $100.00 per calendar day for failure to meet the May 31, 2026 completion date and a 10 percent payment reduction if deliverables are not completed within specified timeframes.

FWC SOLICITATION ADDENDUM 2
Addendum No. 1 Questions & Answers
FWC 25/26-53
QUESTIONS #1 I was looking at the bid And seen in there your requirements are a wheeled machine? I have dedicated Mulcher but tracks. Is this acceptable?
ANSWER #2 We are adhering to the guidelines in the Scope of Work Section 4 subsection 4.3:
“Work shall be completed using a minimum 170 horsepower rubber-tired mulcher.”
QUESTION #2 What should be done in the case of a targeted species is surrounded by species that should remain?
ANSWER #2 Regarding plant species to be avoided, we would advise the equipment operator to get as close to the excluded plant species as possible. Exiting the equipment or using hand tools will not be necessary. Any incidental non excluded species surrounding that plant is acceptable. If the operators are not sure what to do in specific instances, they can reach out to the on-site project manager.
