The project encompasses 10.1 miles of 25-foot-wide Dooley Grade Road and 1.8 miles of 50-foot-wide Hill Grade Road requiring monthly maintenance activities during the fiscal year (July–June), with road capping services provided on an as-needed basis. A public bid opening will occur the same date and time via in-person attendance or teleconference. The FWC anticipates posting the notice of intended award on February 4, 2026. The resulting contract will be effective for three years from Purchase Order issuance, with the possibility of extension if circumstances beyond the contractor's control cause delays. All bidders must be registered with MyFloridaMarketPlace and SunBiz prior to bid opening and must complete a mandatory site visit attestation form.

Bidders must provide three line items on the price sheet: DOT-certified lime rock or shell-rock delivery at a per-ton rate (estimated 8,000 tons annually), Dooley Grade Road maintenance at a per-mile rate (121.2 miles annually), and Dooley Grade Road capping at a per-tenth-mile rate (33.6 tenth-miles estimated), plus equivalent line items for Hill Grade Road maintenance and capping services. The award will be made to the responsive, responsible bidder submitting the lowest total price based on estimated quantities provided for pricing purposes only; actual needs will vary based on budget appropriation and road conditions. The contractor must supply all labor, equipment, materials, mobilization/demobilization, insurance, and transportation; maintain roads passable at day's end; and accommodate public access. Liquidated damages of $150 per calendar day apply for failure to meet completion dates unless delays result from unforeseeable circumstances. A bidder's failure to provide this supplemental information or the product sample(s), within the time set by the Commission, will cause the Commission to consider the Contractor non-responsive and reject the Contractor’s bid.
