About this file

The document is an Addendum (No. 1) for the Florida Fish and Wildlife Conservation Commission's (FWC) State Reef Fish Survey Mail Survey - Rebid (Bid No. FWC 25/26-20). The solicitation seeks a vendor to conduct a comprehensive saltwater recreational fishing survey, involving monthly mailings to randomly selected anglers throughout Florida. The survey will be conducted in all 12 months of the year, with quarterly large address checks of 700,000 addresses and monthly smaller address checks of 80,000 addresses. Bid responses are due by 2:00 PM (ET) on October 9, 2025, with a planned project start in November 2025.

The survey involves multiple mailings per month, including an initial survey, a postcard/reminder, and a second survey. The vendor will be responsible for purchasing and supplying all envelopes and materials, including a 6x9 outgoing envelope and a #10 business reply envelope. The survey will be printed in color, using one 11x17" sheet folded once and three inserted sheets. The total cost of the project for the previous fiscal year was $156,483, with no specific budget set for the upcoming year. The survey aims to collect data on recreational saltwater fishing activities, species caught, fishing locations, and participation rates to help the FWC monitor fish harvesting and recreational fishing trends in Florida.

FWC SOLICITATION ADDENDUM 2

Addendum No. 1 Questions and Answers

QUESTION #1

(Ref. 1.2) Will vendor/contractor supply the #10 envelopes that are to be collated into the packet?

ANSWER #1

Yes

QUESTION #2

(Ref. 2.1) So 700k address checks each quarter? How many times will the 80k address check be each non quarter?

ANSWER #2

700k address checks occur 1x per quarter (i.e. 4x a year). 80k address checks occur monthly, except on the quarterly month (i.e. 8x a year).

As an example (the quarter of January-March): January = 700k address check, February = 80k address check, March = 80k address check.

The other (3) address files to be sent each month list the individuals who are to receive each mailing (Tasks 1-3).

QUESTION #3

(Ref. 6.1) States 3 mailings have been completed. Is this the address check completion or the actual mailing materials?

ANSWER #3

This is at the completion of all tasks associated with that month’s mailings, namely, the address check and all three mailing materials.

QUESTION #4

(Ref 8.1) How many addresses per month will need to be verified?

ANSWER #4

See ANSWER #2 above.

FWC SOLICITATION ADDENDUM 3

QUESTION #5

(Ref.8.1) When will the sample frame from FWC for mail-outs 1,2 and 3 be given to the vendor for it to be prepped and ready for approval by COB?

ANSWER #5

See the key to the monthly calendar. FWC will provide each list for mailing, and the vendor is expected to send out the mailings five business days after the receipt of each list.

QUESTION #6

Will this be an emailed or hard copy for proof by FWC?

ANSWER #6

See section 5.1 of the solicitation SCOPE. Physical copies of all proofing materials will need to be supplied and received by COB the day after the list is sent.

QUESTION #7

(Ref. TABLE D&G) Can you explain these tables?

ANSWER #7

The various tests are described in detail in section 3 of the ITB SCOPE.

QUESTION #8

What is the Side-by-side test and sample size test?

ANSWER #8

The side-by-side test is described in section 3.1 of the ITB SCOPE and the larger sample size test is described in section 3.5.

QUESTION #9

Page 13, Section 2 (Mail Details), Subsection 2.1 The document states: “There will be three (4) address files (XLSX format)…” Could FWC please clarify whether the number of files to be transmitted to the vendor will be three or four? Based on the description, it appears to be four: (1) the full file for address verification, (2) the initial mailing file, (3) the postcard/reminder file, and (4) the second survey file. Can you please confirm?

ANSWER #9

It will be 4 total files sent to the vendor.

FWC SOLICITATION ADDENDUM 4

QUESTION #10

Page 19, Section 8 (Timeline for Completion), Figure 2 (calendar for monthly mail survey schedule) The days allotted between receipt of address files and return mailing appear somewhat limited. Has consideration been given to mail processing and transit timelines, as well as time for survey completion? Perhaps without adjustment, there may be an increased risk of duplicate mailings or sending reminder postcards to recipients who have already completed the initial survey but whose responses are still in USPS transit to FWC.

ANSWER #10

Yes, thought has been put into this survey process. We are not able to receive and process mail surveys before the next round of surveys need to be distributed. However, there are benefits behind this quick turnaround time as well.

QUESTION #11

Under section 1.2 of the SOW (Task 1), we understand the scannable survey questionnaire is four pages. Regarding the size of the pages, does the survey packet include three 11” x 17” pages

(folded once) and one page that is 8.5” x 11” to make up the four-page questionnaire? Then there is an additional 8.5” x 11” sheet for the species guide?

ANSWER #11

There is one 11x17” sheet that is folded 1x and 3 inserted sheets (the cover letter, species guide, and additional sheet with map and comment section). Please see attached examples.

QUESTION #12

Is the survey to be printed in black & white or color?

ANSWER #12

Color.

QUESTION #13

We want to confirm that the survey packet will be sent in a 6 x 9 outgoing envelope and will include a #10 BRM envelope for respondents to fold and insert their completed survey?

ANSWER #13

Correct.

QUESTION #14

Is there a budget set for this project and if so can you specify?

FWC SOLICITATION ADDENDUM 5

ANSWER #14

There is no set budget. The total cost of this project for the previous fiscal year was $156,483.

QUESTION #15

Is it possible to get an extension on the due date for sealed bids to be received?

ANSWER #15

No, dates have been set in the ITB “Calendar of Events.”

QUESTION #16

Can the artwork for the species identification guide be provided?

ANSWER #16

The artwork will be provided. See attached.

QUESTION #17

If the 2025 species identification guide artwork cannot be provided, can you provide the artwork used most recently?

ANSWER #17

The same species identification artwork will be used in 2025.

QUESTION #18

Confirm there will be mailing in all 12-months of each year.

ANSWER #18

Mailings occur in all months of the year.

QUESTION #19

Confirm vendor will be purchasing all envelopes and will inventory as necessary.

ANSWER #19

Vendor will be purchasing and supplying all envelopes and materials.

FWC SOLICITATION ADDENDUM 6

QUESTION #20

Section 1.2 “The scannable survey questionnaire is four pages and is to be printed on both sides of an 11”X17” sheet.” Confirm that four pages = four sheets of paper printed on both sides.

ANSWER #20

The survey packet is one 11x17” sheet, a cover letter, an insert with a map and comment box, and a species identification guide. See attached images.

QUESTION #21

Confirm art files will be in a PDF format

ANSWER #21

Art files can be sent in a PDF format.

QUESTION #22

Will the postcard in section 1.3 as Task 2 task two have two versions? Or will the postcard art have both the thank you and reminder messages?

ANSWER #22

The postcard has one version. See attached.

QUESTION #23

Is there a planned target month to start the project after the award?

ANSWER #23

The planned target start month is November, 2025.

QUESTION #24

Section 2.1 please confirm the number of address files – the bid states both 3 and 4: “There will be three (4) address files (XLSX format) provided by FWC to the vendor each month.”

ANSWER #24

There will be 4 address files.

FWC SOLICITATION ADDENDUM 7

Dear Saltwater Angler:

Enclosed is a questionnaire for a survey conducted by the Florida Fish and Wildlife

Conservation Commission (FWC). The survey asks questions about your saltwater recreational fishing activities over the past month. The results will be used to learn more about the types of species that are important to anglers and divers who fish recreationally in Florida, and gauge how often people participate in these economically important activities throughout the state.

Your name was randomly selected from a list of people identified as saltwater recreational anglers and divers who may harvest certain reef fish species in Florida. In addition to saltwater recreational fishing license requirements, the State Reef Fish Angler designation is required for anyone 16 years of age and older to legally possess certain species when recreational fishing from a privately operated boat in Florida. A free guide to the species that the designation pertains to is enclosed. The State Reef Fish Angler designation also makes you eligible to receive this survey. While this survey is directed towards anglers who may fish for reef fish, we are also interested in the other types of recreational boat-based saltwater fishing trips you may have participated in.

It is important to complete the enclosed survey, even if you did not go saltwater recreational fishing over the past month. This information helps FWC fulfill its mission to conserve fish and wildlife resources for their long-term well-being and the benefit of people. Since the validity of the results depend upon obtaining a high response rate, your participation is crucial to the success of this study. This is a voluntary survey, and your individual response will only be used in combination with answers from other survey respondents to evaluate overall trends in recreational fishing in Florida.

Please complete the questionnaire and return it in the enclosed postage-paid envelope.

Thank you for your participation in this study.

Frequently Asked Questions

How did I get on the list of people with the State Reef Fish Angler designation?

The State Reef Fish Angler designation may have been selected when you purchased or renewed a saltwater recreational fishing license, or you may have added this after the license was purchased. Florida residents 65 years of age and older must also obtain this free designation to legally harvest reef fish, even though they are not required to purchase a saltwater fishing license. For more information on who should have this designation, visit www.MyFWC.com/SRFS

I never fish for reef fish species, how can I get off the list for this survey?

The State Reef Fish Angler designation automatically expires after one year, unless it is renewed.

The expiration date for this designation is printed on your Florida saltwater fishing license.

When renewing, make sure to let the person assisting with the transaction know whether you wish to have the State Reef Fish Angler designation included with your new license. If you renew online, make sure the box for the State Reef Fish Angler designation is not selected if you do not wish to include it. You may add this free designation to your saltwater fishing license at any time if you later decide it is necessary.

I hardly ever participate in saltwater recreational fishing from a private boat. Should I still complete the survey?

Yes. This information will help us understand how often people participate in recreational fishing. If you did not take any saltwater fishing trips during the past month, simply respond “No” to the first question on the front page of the questionnaire and return it in the mail.

How much time will the survey take?

It should take a minimum of 2 minutes to report one fishing trip, and a maximum of 12 minutes to report up to 9 trips.

How will the information I provide be used?

Information you provide is used to calculate how often people participate in various types of recreational fishing from a privately operated boat each month in Florida. Along with information collected during in-person interviews at boat ramps and marinas throughout the state, this information is used to monitor the numbers of fish harvested and released during recreational fishing.

Who should I contact with questions about the survey or how to complete the questionnaire?

Please feel free to contact us by email at FishStats@MyFWC.com or phone at (727) 502-4792. If necessary, please leave a message with your name and phone number so we can return your call during business hours.
