About this file
This is an Addendum 1 Questions and Answers document issued by the Florida Fish and Wildlife Conservation Commission (FWC) for Solicitation No. FWC 25/26-105C regarding the provision, installation, and erection of a pre-manufactured 5-bay pole barn with concrete slab at Watermelon Pond Wildlife and Environmental Area in Alachua County. The document clarifies specifications and requirements for bidders, including that the pole barn should be constructed with 12-foot inside-to-inside measurements between bay posts, with overall length adjustable slightly beyond 60 feet if necessary. All responses must be received no later than 4:00 PM ET on Tuesday, July 21, 2026. The addendum confirms that signed, sealed engineered plans must be delivered as part of the bid package, and pre-finished components such as trusses and metal panels do not require paint to be provided unless additional painting is performed on-site. Work will be ceased during specified hunting seasons (October 17-25, March 12-15, April 2-4) and holidays (September 7, November 11, November 26-27, December 25, and generally January 1, MLK Day, and Memorial Day).
The estimated project value is $100,000. Contractors are responsible for obtaining all necessary permits or proof that none are required. Prior to site work, contractors may call 811 for a free service to locate electrical and water lines; the FWC can mark the singular electrical connection near the site but advises that to their knowledge, no electrical or water lines exist within the intended footprint. Camping is not permitted on Watermelon Pond per the 10-Year Management Plan. Site supervision must follow designated foreman requirements outlined in the bid package. Vendors who arrived at or before 11:06 AM at the pre-bid meeting held on June 29, 2026, are marked as responsive; those arriving after 11:06 AM are considered non-responsive. Bids must be submitted to 1875 E Orange Avenue, Tallahassee, FL 32311, with overnight delivery available depending on the carrier used. The anticipated award date is July 28, 2026.

QUESTION #1
Can you provide the specs for the pad that the previous contractor used?
ANSWER #1
The bidders for the site prep were given the same specs, which include the compaction, and the awarded contractor used a mechanical tamper and dozer. The job was completed on May 28, 2026. However, the compaction is testable in the field, and bidders should rely on their own information for the final total compaction percentage since they are the ones responsible for pouring the concrete and testing the current compaction.
QUESTION #2
Any County Permits required?
ANSWER #2
Contractors are required to obtain all necessary permits, or proof that none are necessary, to complete work per the supplementary terms and conditions point 7 on the terms and conditions document.
QUESTION #3
Can FWC mark all electrical and water lines that may be in the area of the pole barn install?
ANSWER #3
Prior to state purchase, the property was a functional ranch, and as I told them in our meeting, to our knowledge, there are no electrical or water lines within the intended footprint. There is electricity running to the existing pole barn, outside the footprint, where contractors should not be breaking ground. If they want a more concrete answer, they can call 811 prior to digging (free service that can provide this information to contractors). We can mark the singular electrical connection near the site.
QUESTION #4
Could the contractor stay on premises during work in progress?
ANSWER #4
During operations, Contractors must abide by the bid package concerning designated foremen. As far as overnight stays, camping is not allowed on Watermelon Pond, per Section 5.6.9 the 10-Year Management Plan.

QUESTION #8
Seeing in the SOW paragraph 3.5 saying to not paint prefinished items, the components of this project (trusses and metal panels) will be pre-finished at the manufacturer. Note#5 on the plans is asking for us to provide one gallon of each color used. Please clarify since we will not be painting anything on site.
ANSWER #8
Paints should only be provided if something is painted. If the Contractor’s selected package is already pre-finished, then no paint will need to be provided.

ANSWER #9
Due to agency delays, vendors who arrived at or before 11:06 will be marked as responsive. Any vendors who have arrived after 11:06 will be considered non-responsive.
