About this file
This document is an addendum to Invitation to Bid (ITB) No. FWC 24/25-94 issued by the Florida Fish and Wildlife Conservation Commission (FWC) for a 24'-27' fiberglass center console boat and heavy-duty aluminum trailer. The addendum, dated May 12, 2025, provides updated specifications, clarifies requirements, and addresses vendor questions. Key specifications include a marine-grade fiberglass hull between 24-27 feet, v-hull or deep-v mono hull design, white marine-grade paint, and specific features like an elevated forward casting deck, center console, T-top, and provisions for twin 150-horsepower Yamaha outboard engines. The bid responses are due by 4:00 PM ET on May 16, 2025, with the Commission emphasizing that boat length will not factor into the award decision.
The procurement has an approximate budget of $82,000, with any bid exceeding 20% over this amount considered non-responsive. The Commission will separately purchase and provide the two 150-horsepower Yamaha outboard engines for vendor installation. The addendum clarifies several previously strict requirements, including acceptance of hull construction with minimal wood, electric or hydraulic trim tabs, and boats with or without a "tuna door". The document indicates flexibility in specifications while maintaining core functional requirements, suggesting the FWC is seeking competitive pricing and broad vendor participation. Bidders are expected to be registered in the MyFloridaMarketPlace (MFMP) system and with SunBiz, and the contract term is implied to be one year from the purchase order issuance.

QUESTIONS AND ANSWERS
QUESTION #1
Line item 3.6 and 3.20 sounds like specs were developed off of a Dusky 242 or 2352. Is that the case?
ANSWER #1
No, the specs were designed with several boats in mind.
QUESTION #2
Our boat has a full liner with diamond non-skid. Also, our setback brackets are part boat and part aluminum. See photo. I don't know of any outboard powered production boat that uses an Armstrong bracket other than Dusky. Does our boat meet your design specifications?
ANSWER #2
Yes, a full liner with diamond non-skid is acceptable. A setback bracket that is part boat and part aluminum is acceptable. The scope has been amended to remove the requirement for an Armstrong bracket.
QUESTION #3
We would be offering either a 250 Guardian or 250 Justice from Brunswick (Boston
Whaler) for reference in regards to this question:
Can the unit be single engine with proper HP?
ANSWER #3
No. The boat must be able to support twin 150-horsepower engines. Per point 3.18 of the
Scope of Work, the Commission will purchase two 150-horsepower Yamaha outboard engines separately and ship them to the vendor for installation.

QUESTION #8
I was just looking over your bid # FWC 24/25-94 ITB and see you have a budget of
$82,000 ? Is that correct of did you mean $182,000?
ANSWER #8
Approximate budget of $82,000 is correct. Any bid submitted with a total cost that is twenty percent (20%) over the estimated budget shall be considered non-responsive. Per point 3.18 of the Scope of Work, the Commission will purchase two 150-horsepower
Yamaha outboard engines separately and ship them to the vendor for installation. The two engines are not a part of the above-stated budget. The vendor bids should not include the engines in their bid price.
