About this file
This document is an Addendum (No. 1) issued by the Florida Fish and Wildlife Conservation Commission (FWC) for Solicitation No. FWC 24/25-92, the Derelict Vessel "Borocho" Reefing Project in Martin County. The addendum provides a series of questions and answers related to the project, addressing preparatory activities, environmental considerations, and project specifics. Key details include restrictions on preparation activities at the vessel's current location, confirmation that only safe transport to a marine facility is permitted, and clarification on removal requirements for generators, machinery, and potential hazardous materials like asbestos and lead-based paint. The bid responses are due by 4:00 PM (ET) on Thursday, July 10, 2025, with specific instructions for submission and protest procedures.
The addendum reveals that Martin County has not approved a specific mooring location for the vessel during remediation, and the contractor must propose and receive approval for a marine facility from the Commission's Contract Manager. No additional structural removal beyond what is specified in the Scope of Work is required by Martin County or other agencies. The document emphasizes that the contractor must notify the Contract Manager if additional asbestos locations are identified and provides clarification on the definition of "loose wire cable" as those not confined to the vessel's interior. The project appears to involve comprehensive vessel preparation for eventual deployment as an artificial reef, with strict guidelines for removal and remediation processes.
