About this file
This document is Addendum No. 1 for Solicitation No. FWC 24/25-68 issued by the Florida Fish and Wildlife Conservation Commission (FWC) for Aviation Services for Wildlife Surveys in the Northwest Region. The addendum provides clarifications and answers to potential bidders' questions regarding the solicitation. Key details include confirmation that Jobs 1-5 will be conducted on separate days, with individual jobs in proximity potentially flown on the same day. Each job's flight hours represent a single flight day, and the total anticipated flight hours are approximately 22 annually. The bid responses are due by 4:00 PM (ET) on Wednesday, April 16, 2025, with surveys to be conducted across wildlife management areas including Apalachicola River WEA, Box-R WMA, Joe Budd WMA, Aucilla WMA, and L. Kirk Edwards WEA.
The addendum also clarifies critical operational requirements, specifically that a Part 135 certificate is mandatory for this contract, and Part 91 operations will not meet the requirements. Vendors must ensure pilots meet the detailed qualifications outlined in sections 5.1 and 5.2 of the original scope of work. No mobilization costs will be reimbursed if flights are postponed, though FWC project leaders will attempt to reschedule well in advance to prevent vendor cost losses. A Part 135 single pilot operation may qualify if the pilot meets all specified requirements. The solicitation emphasizes precise technical capabilities for conducting comprehensive wildlife surveys, with specific requirements for helicopter type, pilot experience, and operational standards.

BEGIN ADDENDUM
QUESTION #1
Ref. page 14 & 15, para. 7.1 Sample A & 7.2 Sample B: Please clarify if it is anticipated that Jobs 1-5 will be accomplished consecutively on the same day or separate call outs (different days) for each area?
ANSWER #1
Jobs 1-5 will be conducted on separate days; each flight day and the corresponding flight hours represent a single day or separate call outs. The individual jobs listed with multiple areas will be flown on the same day due to their proximity. For example, the
Apalachicola River WEA & Box-R WMA bald eagle nest surveys will be conducted in a single flight of 4 hours.
QUESTION #2
Ref. page 16-20, Anticipated Flight Hours Per Year: Please clarify if the total flight hours per year for each area are anticipated to be accomplished in a single day / call out or over
2 or more days? In example the Apalachicola WEA / Box-R WMA show 4 hours per year.
Will all 4 hours be flown in a single day, or 2 hrs per day X 2 days, or 1 hour per day X 4 days? If the 4 hours will be flown over multiple days, we need to know how many hours per day to calculate ferry time for multiple trips, overnight stays, fuel truck mobilization, etc.
ANSWER #2
Each job listed in the scope of work and the corresponding flight day survey hours represent a single flight for a single day; they will not be conducted over multiple days.
For example, the wading bird rookery survey at Aucilla WMA & L. Kirk Edwards WEA will require a single 6-hour flight.
QUESTION #3
Will the vendors mobilization cost be reimbursed if FWC POC confirms a date and time for the aircraft to arrive at the designated pick-up location, the aircraft is dispatched and arrives as instructed but the mission is not completed or is postponed due to unforeseen circumstances beyond the vendors control such as weather, FWC staff not available, FWC equipment failures, etc.?
ANSWER #3
No, mobilization will not be reimbursed, but every attempt will be made to schedule the flights in good weather with available FWC staffing. If weather conditions are not

conducive to flight surveys, the project leaders will make every effort to reschedule well in advance to prevent the loss of mobilization costs.
QUESTION #4
Would a Part 135 single pilot operation qualify for that contract?
ANSWER #4
A Part 135 Single Pilot Operation will qualify so long as the pilot meets the requirements outlined in 5.1 and 5.2 of the scope of work. Pilots not meeting these requirements will not perform work under this contract.
QUESTION #5
Does your organization always require a Part 135 certificate or are some contracts ran via Part 91?
ANSWER #5
A Part 135 certificate is required for this contract. A Part 91 will not meet the requirements.
