About this file

This is Addendum #1 to Florida Fish and Wildlife Conservation Commission (FWC) Solicitation No. FWC 24/25-58 for Spirit of the Wild Wildlife Management Area Vegetation Clearing & Fire Line Installation. All responses must be received by 2:00 PM (ET) on February 14, 2025. The addendum provides questions and answers related to vegetation clearing and fire line installation work, including requirements for removing cabbage palms from canal banks, mulching requirements, and handling of pine trees within the 50-foot right-of-way.

The project budget is $112,000 and is exempt from the Davis Bacon Act as no federal funds are being used. Pricing must be provided on a price per 0.1 mile basis, with partial payments allowed for completed work sections. The work requires all cabbage palms to be cut (not excavated) from canal banks and mulched, regardless of size. Large pine trees will be preserved where possible, with the FWC Project Manager working with the awarded bidder to adjust fire line placement within the 50-foot right-of-way or exempt certain areas as needed.

FWC 24/25-58 ADDENDUM #1 2

BEGIN ADDENDUM #1

Question #1: Is the project exempt from the Davis Bacon Act?

Answer #1: Yes, it is exempt. No federal funds are being used for this project.

Question #2: For clarification, all of cabbage palms regardless of size are to be removed from the canal bank? Without take stumps as to not promote erosion.

Answer #2: That is correct.

Question #3: Should this project take longer than one month, can the invoicing be broken into substantial completion sections per the contracted tenth of a mile?

Answer #3: Partial payment will be allowed for completed work at the rates provided by the

Awarded Bidder on the Price Sheet.

Question #4: What is the budget for this project?

Answer #4: $112,000.

Question #5: Would you consider an alternative method to managing the removed cabbage palms in lieu of mulching? Our experience has been that these tree species will break down significantly over a year and make for no additional fire hazard. This could improve pricing significantly by not having to mulch the palms.

Answer #5: No, the awarded Bidder will need to mulch cabbage palms for this project.

Question #6: Instead of cutting the cabbage palms and removing from the banks, would it be acceptable to excavate the cabbage palms from the bank and stabilize the bank with erosion control following pulling the palms? This would provide for a neater, more stabilized bank system at the same cost or less.

Answer #6: No, cabbage palms must be cut from the banks.

Question #7: In some areas where 8” diameter pines sit on the bank; it may be infeasible to cut a continuous fire break and stay within the 50’ grubbing area. In these situations, is the prevailing assumption that these trees will be added to those being removed?

Answer #7: Large pine trees will be kept to the greatest extent possible. The FWC Project Manager will work with the Awarded Bidder to determine the best option in these areas, including moving the fire line off the canal bank but within the 50 foot right-of-way or exempting the area from the fire line.

FWC 24/25-58 ADDENDUM #1 3

Question #8: Since a tree inventory has not been provided and the required work must be assessed on a tree-by-tree basis rather than by linear foot or another scaled unit, would FWC consider an alternative pricing structure? This structure would include a per-unit price for each tree type (e.g., per cabbage palm or per pine) along with an estimated total number of trees covered in the bid for each type. If the actual number of trees requiring work exceeds the estimate, the contract total could be adjusted accordingly on a pre-priced basis, ensuring a straightforward and flexible extension.

Answer #8: No, prices shall be provided on a price per 0.1 mile basis .
