About this file
This is Addendum #1 to RFP FWC 24/25-44 from the Florida Fish and Wildlife Conservation Commission (FWC) for Multi-Area Cultural Resource Assessments. The addendum revises the Calendar of Events, extending the sealed response due date to January 15, 2025 at 2:00 PM ET, with a public opening at the same time. It adds Fisheating Creek Wildlife Management Area to the scope and includes maps and shapefiles for all project areas. The project covers cultural resource assessments for 14 Wildlife Management Areas (WMAs) and Wildlife Environmental Areas (WEAs) ranging from 44 acres to 60,498 acres across Florida, including Creek Ranch WMA, Florida Keys WEA, Split Oak Forest WEA, Dinner Island Ranch WMA, and others. The evaluation period is scheduled for January 21 to February 4, 2025, with anticipated award on February 11, 2025.
The pricing must be provided for all areas listed on the revised Cost Sheet (Attachment D-1) or the response will be rejected. Prices shall include all necessary items to complete the project, including personnel costs, multipliers, supplies, and travel, and shall be less any Federal or State sales or use taxes. The project will not utilize federal funds, and federal permitting is not anticipated to be required prior to survey. Above-ground historic resources (architectural history) must be included in the cultural resource assessments. Only experience with the respondent's firm will be considered for evaluation; individual experience prior to joining the firm will not be accepted.

FWC 24/25-44 ADDENDUM #1 4
Question #2: Will above-ground historic resources (architectural history) also need to be surveyed in the proposed project areas during the cultural resource assessments?
Answer #2: Yes.
Question #3: On Page 16, the RFP mentioned that the Principal Investigator should have experience working with Florida's "Division of Historical Resources." Our company has worked with the State Historic Preservation Offices from various states, but we do not have a great amount of experience with the Florida office.
Furthermore, our staff has a vast amount of archaeological experience in the southern states. We wanted to know if this would disqualify our proposal or simply be a reduction on the point grading system.
Answer #3: Those without experience working with Florida’s Division of Historical Resources would receive a lower score in the point grading system but would not be disqualified from submitting a proposal.
Question #4: To better help us develop the technical understanding and project approach associated with the RFP FWC24/25-44, can you provide specifics for the multi-area assessments, including site location and acreage for each project area?
Answer #4: Creek Ranch WMA - ~1,342 acres, Haines City, Polk County Florida Keys WEA - ~6,619 acres, Florida Keys, Monroe County Split Oak Forest WEA - ~1,689 acres, Orlando, Orange and Osceola counties Split Oak Forest WEA addition – ~1,550 acres, Osceola County Dinner Island Ranch, Caracara Unit – ~17,782 acres, Clewiston, Hendry
County Escribano Point WMA additions – ~44 acres, Milton, Santa Rosa County J.W. Corbett WMA – ~60,498 acres, West Palm Beach, Palm Beach County Joe Budd WMA – ~3,056 acres, Quincy, Gadsden, County Okaloacoochee Slough WMA – ~28,148 acres, Felda, Hendry County Spirit of the Wild WMA – ~7,647 acres, Felda, Hendry County Telogia Creek WMA – ~12,384 acres, Bristol, Liberty County William Beardall Tosohatchee WMA - ~30,701 acres, Christmas, Orange
County T.M. Goodwin WMA – ~6,482 acres, Fellsmere, Brevard County Fisheating Creek WMA - ~18,380 acres, Moore Haven, Glades County
FWC 24/25-44 ADDENDUM #1 5
Question #5: We would like to request GIS shapefiles for the areas included in Multi-Area
Cultural Resource Assessments.
Answer #5: See Addendum #1, Item #3.
Question #6: With the upcoming holidays, the proposals are due 15 business days from RFP advertisement. Would you consider pushing the deadline out to account for the holidays?
Answer #6: See Addendum #1, Item #1.
Question #7: Can you share the review committee members and/or contract manager names?
Answer #7: Please see the LIMITATION ON RESPONDENT CONTACT DURING
SOLICITATION PERIOD section of the Request for Proposals. The Procurement Manager is the sole point of contact for prospective Respondents.
Question #8: Can you share the GIS data for the various areas to assist with CRAS scoping Answer #8: See Addendum #1, Item #3.
Question #9: Are there maps available for the Split Oak Forest WEA (Potential Additions) and Escribano Point WMA (Additions) that outline the boundaries of the proposed additions?
Answer #9: See Addendum #1, Item #3.
Question #10: Is there a map available for the Dinner Island Ranch WMA (Caracara Unit)?
Answer #10: See Addendum #1, Item #3.
Question #11: Is there a shape file and/or map for each WMA/WEA to be surveyed that can be provided?
Answer #11: See Addendum #1, Item #3.
FWC 24/25-44 ADDENDUM #1 6
Question #12: Kimley-Horn has a highly qualified team that is ideally positioned across the state to best serve FWC. We've recently expanded our in-house staff to offer cultural resource services and can meet your RFP requirements utilizing these staff members' individual experience. Would FWC accept individual experience for employees prior to joining our firm for Attachments B and C?
Answer #12: No. Only experience with the Respondent’s firm will be accepted.
Question #13: Would FWC consider a one-week extension of the proposal deadline?
Answer #13: See Addendum #1, Item #1.
Question #14: In Attachment D, page 48, the RFP requests that respondents provide cost based on each FWC area to be covered by this contract. For the previous solicitation in 2021/2022, FWC provided GIS files showing the exact survey areas for this contract. Will GIS files for the current batch of WMAs/WEAs be released?
Answer #14: See Addendum #1, Item #3.
Question #15: On page 6, Tab E, the RFP describes the requested format for the respondent’s
Project Approach, to include the schedule for completion of the tasks necessary to complete the work. Does FWC have an anticipated schedule for when these projects may be issued? Specifically, will these projects be released by geography or other common factors?
Answer #15: Respondents should provide their schedule for completion of the tasks by setting the project's starting point as the reference point for scheduling all tasks rather than using a specific date.
Question #16: On page 6, Tab E, the RFP requests that the respondent outline their strategy and methods to be used in the performance of services outlined in the Scope of Work. The previous section, Technical Understanding, requests similar approach language for the tasks outlined in the Scope of Work. Does FWC desire a specific example of how the respondent would go about conducting the assessment of a specific WMA/WEA for this contract? What distinguishes the requested information from Tab D from Tab E?
FWC 24/25-44 ADDENDUM #1 7
Answer #16: The Technical Understanding section requests information on the
Respondent’s understanding of the services needed by FWC. The Project Approach section requests information on how you will accomplish these services.
Question #17: On page 36, the RFP discusses compliance with Federal Funding
Accountability and Transparency. Is it anticipated that this contract will be federally funded? Furthermore, is it anticipated that any portion of the survey areas may require federal permitting prior to survey?
Answer #17: No federal funds will be utilized to fund any of this project. It is not anticipated that federal permitting will be required prior to survey.
