About this file

This document is an addendum issued by the Florida Fish and Wildlife Conservation Commission (FWC) for their solicitation FWC 24/25-21, "LAKE WALES RIDGE WILDLIFE AND ENVIRONMENTAL AREA FIRELINE CLEARING". The addendum provides questions and answers related to the scope of work, which includes the removal of vegetation from approximately 65,405 feet of line to prepare a 15-foot-wide path (Job 1) and the root raking of approximately 71,544 feet of a 15-foot-wide area that has been cleared (Job 2). The responses address topics such as the use of equipment, disposal of materials, and the timeline for the project. All responses to the solicitation must be received by 4:00 PM (ET) on Thursday, November 7, 2024.

Regarding pricing, the addendum clarifies that bid prices cannot be negotiated and that vendors should account for inflation and other factors when providing prices for the initial year and the two renewal years. The anticipated budget for the entirety of the project for FY 2024/2025 is $75,000, and the work will be progressive completion as outlined in the scope of work, not a maintenance project.

FWC SOLICITATION ADDENDUM 2

BEGIN ADDENDUM

QUESTION #1

3.1.3. Stumps to be cut flush to the ground or within 2 inches of the ground level.

Since the lane will be root raked as well, is there any reason why we can't use an excavator and push over the entire tree as long as it is safely dropped within the lane boundaries?

ANSWER #1

Root-raking is considered a separate line item and cannot be conducted during the vegetative clearing portion of the contract.

QUESTION #2

3.1.3. Stumps to be cut flush to the ground or within 2 inches of the ground level.

Is there any reason why we couldn't root rake it as we go if we are allowed to push over the trees with an excavator?

ANSWER #2

Root-raking is considered a separate line item and cannot be conducted during the vegetative clearing portion of the contract.

QUESTION #3

3.1.4. Some areas may be wet and may require the use of small, tracked machinery.

Will timber mats be allowed in the wet areas?

ANSWER #3

Yes, so long as the footprint of the mats stays within the project area.

QUESTION #4

3.1.9. The burning of asbestos-containing materials, hazardous waste, or other material prohibited by Rule 62-256.300, F.A.C., is prohibited.

Would this allow the use of monitored burn boxes for disposal of vegetation minus root balls? If so, would you have a designated area for the burn box to be set up while in use?

ANSWER #4

No, burn boxes aren’t allowed to be used onsite.

FWC SOLICITATION ADDENDUM 3

QUESTION #5

Job 2. Root-raking of approximately 71,544 feet of a 15-foot-wide area that has been cleared...

Job 1. Removal of vegetation from approximately 65,405 feet of line to prepare a 15-foot-wide path

Why is there 6,139 feet of difference from Job 1 to Job 2? Are these jobs covering the same area?

ANSWER #5

The discrepancy between the 2 jobs is due to the fact that there has already been some vegetative clearing in the current root-raking scope. Therefore, there is more work in the root-raking scope. Compare the maps for either job to see where the difference is located.

QUESTION #6

3.2.1. All vegetation is to be disposed of via off-site disposal.

Where is the closest approved disposal site? Will the disposal be paid for on a FWC account at the disposal site?

ANSWER #6

The contractor is responsible for properly disposing of the material off-site. An example of a proper off-site disposal location would be the Highlands County landfill

(12700 Arbuckle Creek Rd, Sebring, FL 33870), or where the vendor has landowner approval. The contractor is responsible for any costs generated from proper off-site disposal.

QUESTION #7

4.9. The Contractor is responsible for removing all trash and litter associated with the project including but not limited to food waste, tobacco products, and water bottles.

Will FWC provide and allocate dumpster at the staging area (621 Shop) to use for trash disposal?

ANSWER #7

No. the contractor is responsible for taking their trash and disposing of it off-site.

QUESTION #8

Liquidated damages shall be assessed in the amount of $150.00 per calendar day of delay.

FWC SOLICITATION ADDENDUM 4

5.2. The contractor shall not conduct any work with heavy equipment within 25 feet of gopher tortoise burrows. The commission reserves the right to redirect the contractor to work in a different area if Florida scrub-jays are known to be nesting near the work area. The contractor shall not harm any wildlife on the area by any means.

Will this be taken into consideration to allow contract extension if needed due to saving protected species?

ANSWER #8

In the event that work is delayed due to a directive from FWC, the contractor will not be held liable for liquidated damages. A contract extension is unlikely; what would be more likely is that the contractor will be redirected to a different area within the scope of the contract to fulfill the funded work amount.

QUESTION #9

e. Other Direct Costs. To the extent the Commission determines other direct costs are allowable, reimbursement will be made based on paid invoices/receipts and proof of payment processing (cancelled/processed checks and bank statements).

Will this include mobilization of equipment?

ANSWER #9

No, contractors need to incorporate mobilization costs into their bid price.

QUESTION #10

It was said in the mandatory site visit that the quoted price would not be negotiated upon renewal of the next year but on the contract price sheet it has the initial year, renewal year 1 and renewal year 2. Can you please explain?

ANSWER #10

Accepted bid prices cannot be negotiated. Vendors should bid prices for each year at the rate they plan to charge for that year. Vendors should account for inflation and any other factors that would impact price changes for the renewal years. How much work done in each year will be dependent on funding and awarded vendors bid price.

QUESTION #11

When is the expectation of approval for the management plan to take effect?

ANSWER #11

The expectation is that the management plan for root raking will be approved and taken into effect in January 2025.

FWC SOLICITATION ADDENDUM 5

QUESTION #12

When is the expectation of approval for funding of this project?

ANSWER #12

Funding is determined annually, so there is currently no definite amount of funding allocated to this project beyond June 2025.

QUESTION #13

What is the proposed budget for this project?

ANSWER #13

The anticipated budget for the entirety of this project for FY 2024/2025 is $75,000.

QUESTION #14

Is Renewal Year 1 and Renewal Year 2 work going to be maintaining the area that was cleared on the Initial Year contract or will it be new fire line work to be done in a different area?

ANSWER #14

This is not a maintenance project; work will be progressive completion as outlined in the scope of work. Please bid on renewal year 1 & 2 prices to reflect new fireline work, not maintenance.

QUESTION #15

If it is maintaining the initial contract area at what intervals will we be required to be on site? Weekly? Monthly? Quarterly? Yearly?

ANSWER #15

This is not a maintenance project; work will be progressive completion as outlined in the scope of work. Maintenance of the contract area/scope will not be funded. Only the work outlined in the scope will be funded.

QUESTION #16

Does the fire cleaning involve the use of a high pressure apparatus?

ANSWER #16

No.

QUESTION #17

Please explain how the price sheet should be completed.

ANSWER #17

FWC SOLICITATION ADDENDUM 6

Vendors should list the price per foot they intend to charge for each year for both Job 1 and

2:

Line A, B, and C should be the price per foot for new Vegetation Removal not the overall cost for the project. (i.e. $x per foot)

Line E, F, and G should be the price per foot for new Root Raking, not the overall cost for the project. (i.e. $x per foot)

Line D should be A + B + C as a combined price per foot, not the overall cost for the project.

Line H should be E + F + G as a combined price per foot, not the overall cost for the project.

TOTAL BID PRICE should be D + H as a combined price per foot, not the overall cost for the project.
