About this file

This document is an Addendum to a Solicitation (Bid No. FWC 24/25-09) issued by the Florida Fish and Wildlife Conservation Commission (FWC) for "YUCCA PENS AND 41 TRACT FORESTRY MULCHING". The addendum provides questions and answers related to the required equipment specifications, acreage estimates, verification of acreage treated, scope of work, and anticipated budget. The solicitation requests competitive pricing for forestry mulching services within the Yucca Pens and 41 Tract areas, with a focus on a 100-foot buffer around property boundaries, firebreaks, and roads. The work must be completed using a minimum 170 horsepower rubber-tired mulcher. Responses to the solicitation must be received by 2:30 PM ET on Wednesday, October 2, 2024.

The addendum indicates that there is $100,000 allocated to the project for the current fiscal year, with future funding to be determined based on budgeting. The scope of work includes mechanically treating vegetation less than or equal to 6 inches in diameter to a height of 4 inches or lower, with minimal ground disturbance. FWC will verify the acreage treated using a GPS unit, and the contractor must make every effort to create as little ground disturbance as possible within the treatment areas.

FWC SOLICITATION ADDENDUM 2

BEGIN ADDENDUM

QUESTION #1

In section 5 Equipment Specifications, Sub Section 5.1.1, it states that a minimum HP rating of 170 is required and a rubber tire machine. Will there be no rubber track machines permitted?

ANSWER #1

Correct – no rubber track machines will be permitted.

QUESTION #2

What's the estimate of actual acreage needing to be mechanically treated?

ANSWER #2

Final acreage and locations of mechanical vegetation treatment will be determined based on funding availability and hydrological conditions. There will likely be more acreage than annual funding.

QUESTION #3

I see your specs call for a wheeled machine 170 hp or higher. We carry ASV RT-135F tracked loaders, which have the lowest ground pressure PSI in their class, minimizing their footprint.

They are 132hp and more than strong enough to cover the scope of work of under a 6” diameter without slowing down. Is this acceptable to you?

ANSWER #3

No – 5.1.1 Work shall be completed using a minimum 170 horsepower rubber-tired mulcher. Each piece of equipment performing mechanical treatments must be approved by the Project Manager.

QUESTION #4

We have a SK-190 rubber tracked mulcher with a 72 inch wide Fecon head. The request states that only wheeled machines will be considered. Our unit has a ground pressure of

5-6 lbs PSI. The same unit with wheels has a ground pressure of 10-11 lbs PSI.

If ground disturbance is the concern, will a rubber tracked machine be considered?

ANSWER #4

No – 5.1.1 Work shall be completed using a minimum 170 horsepower rubber-tired mulcher. Each piece of equipment performing mechanical treatments must be approved by the Project Manager.

FWC SOLICITATION ADDENDUM 3

QUESTION #5

For acreage performed will this be verified with FWC supplied GPS as well as Contractor supplied GPS?

ANSWER #5

Acreage performed will be verified with FWC supplied GPS unit.

QUESTION #6

Will this be just boundary line clearing or are there plans to do open acreage blocks (fuel reduction or similar)?

ANSWER #6

3.3. - Treatment will occur within the area mapped in Figures 1 & 2, focusing on a 100’ buffer (100’ from property boundary firebreaks, 50’ from each side of internal firebreaks, and roads are also considered firebreaks).

QUESTION #7

What is the expectation for saw palmetto mulching in terms of height and mulch quality?

ANSWER #7

3.4 - The Contractor will mechanically treat vegetation less than or equal to 6” diameter to a height of 4” or lower to the ground, within 12” of canopy trees, and must shred/mulch all treated vegetation. The Contractor should make every effort to create as little ground disturbance as possible within the treatment areas throughout the duration of the project.

QUESTION #8

Can you provide the anticipated budget for this project? If so, is said budget for a single year or the entire duration of the contract (if multiple years)?

ANSWER #8

There is $100,000 allocated to this project for this fiscal year. Future funding is determined on budgeting.
