About this file
This is Addendum #2 to Florida Fish and Wildlife Conservation Commission (FWC) Solicitation No. FWC 24/25-08C for the Dinner Island South Berm Project. The addendum provides answers to 40 contractor questions regarding technical specifications and requirements, including details about sediment barriers, concrete mat connections, borrow pit specifications, pipe materials, and gate construction materials. The bid submission deadline has been revised to December 20, 2024 at 2:30 PM ET, with a public bid opening occurring at the same time. The anticipated award date is now December 27, 2024.
Key technical clarifications include: RCP pipe is required for 48" pipe installations, sediment barriers must meet FDOT and FDEP Type 3 Silt Fence requirements, all clearing/grubbing material must be hauled away (no on-site burning or burial), Bahia grass is required for sodding, and sluice gates must be constructed of aluminum, hot deep galvanized after fabrication, or Corten steel. The project will use a lump sum pricing structure rather than unit pricing. CADD files will be made available to contractors who submit signed confidentiality agreements. Drone usage for site assessment is not permitted, and contractors must maintain and restore access roads to their initial conditions during and after construction.

QUESTION #6
During the Mandatory Pre-Bid Conference/Site Visit for FWC 24/25-08C Dinner Island South Berm Project, we noted the stated restriction on the use of small unmanned aircraft systems (sUAS/drones) at the project site. While we fully respect this policy, we are writing to request reconsideration of this restriction for a single, authorized visit to inspect the wetland area. The wetland's current conditions were not fully accessible for observation during the initial site visit, and the use of a drone would enable us to conduct a thorough assessment without causing any disruption or harm to the area. This data is crucial for us to prepare a comprehensive and competitive bid. We are committed to ensuring all operations comply with FAA regulations, and we are happy to provide additional documentation, such as proof of remote pilot license. We kindly request your consideration of this request and are available for further discussion or to provide additional information as needed.
