About this file
This document is an addendum to a Request for Proposal (RFP) issued by the Florida Fish and Wildlife Conservation Commission (FWC) for "Nonnative Snake Control" (Solicitation No. FWC 23/24-97). The addendum provides responses to questions submitted by prospective respondents regarding the scope of work, access to public lands, success metrics, python collection points, and other related issues. The RFP seeks competitive proposals for the effective removal of nonnative snake species, particularly Burmese pythons, from Florida's ecosystem. Respondents must be registered in the MyFloridaMarketPlace system and with Sunbiz prior to the bid opening, which is scheduled for 2:00 PM ET on May 7, 2024.
The RFP is focused on the removal of Burmese pythons from public lands where they are considered established. The Contractor will need to obtain landowner permission before accessing any public lands and coordinate with FWC staff. While the RFP is specific to Burmese pythons, the Respondent can suggest ideas related to the secondary use of python remains, such as selling skins for belts or wallets, in their proposal. The Contractor must comply with all applicable federal and state laws regarding the handling and disposal of the pythons.

FWC SOLICITATION FWC 23/24-97, ADDENDUM #1 2
BEGIN ADDENDUM #1
Item #1 – Questions and Answers Question #1: Are any areas Off-limits, or Protected?
Answer #1: The awarded Respondent (Contractor) for this RFP will have to obtain landowner permission before accessing any public lands (ex. National Parks, State Parks, etc.). Any areas the Contractor has not received landowner permission to access will be considered Off-limits.
Question #2: What are the areas of concern?
Answer #2: Areas of concern include any public properties where the Contractor has access permission and Burmese pythons are considered established.
Question #3: Where do you want the search concentrated?
Answer #3: In public land areas where Burmese pythons are considered established in
Florida.
Question #4: What are the Metrics for success or failure?
Answer #4: Consistent effort to find and remove Burmese pythons from public lands is considered a success.
Question #5: Where are the collection points for Pythons?
Answer #5: The Contractor will need to identify areas where they have access permission in coordination with Commission staff and may have to get additional access permissions.
Question #6: After they are verified can we get the remains back for secondary commerce, i.e. selling the skins for belts, wallets, etc.?
Answer #6: The Respondent can suggest ideas such as this in their proposal. However, there are some federal and other laws that may limit or disallow sales of python skins. The Respondent should familiarize themselves with these laws where they apply.
Question #7: Should we take all invasive species, such as iguanas, monitors, we encounter.
Answer #7: This RFP is only focusing on Burmese python removal.
FWC SOLICITATION FWC 23/24-97, ADDENDUM #1 3
Question #8: At the start of the project can we bill for the mobilization of all equipment and maintenance of the equipment that will be used every day?
Answer #8: The need for equipment and maintenance must be included in the Respondent’s proposal materials.
Question #9: My corporation (registered Florida for profit S Corporation), currently has general liability coverage and a Certificate of Exemption from Florida Workers' Compensation. This certificate of exemption has been in force for approximately 30 years. In addition, I will be filing the proposal to include one subcontractor who also has a registered Florida for-profit S Corporation and a Certificate of Exemption from Workers' Compensation that has been registered with the state of Florida for multiple years. Will these Certificate of Exemptions for Workers' Compensation be acceptable in submitting the proposal?
Answer #9: The Commission follows Chapter 440, Florida Statutes (F.S.). As long as the Certificates of Exemption are in compliance with/meet the requirements of Chapter 440 F.S. and any other applicable regulations related to workers’ compensation, they should be acceptable.
Question #10: The RFP states it is looking for "supplemental" initiatives. Can you confirm that the budget allocated for this RFP is separate from funding for the hunter bounty program?
Answer #10: We can confirm that the budget for this RFP is separate from the FWC’s Python Action Team Removing Invasive Constrictors program.
Question #11: I noticed in Section 11: K, that no firearms are authorized to be on site. Since there is no clarification on work site location one would assume that South Florida in its entirety would be the job site location. Due to my nature of work I always have a firearm and rifle and would expect to be able to do the same while under this contract. Is that in any way negotiable?
Answer #11: This is not negotiable, and a firearm cannot be used for the purposes of work covered in this contract.
