About this file

This document is an addendum issued by the Florida Fish and Wildlife Conservation Commission (FWC) for Solicitation No. FWC 23/24-92C, "Oyster Reef Enhancement at the FSU Coastal & Marine Laboratory". The addendum includes changes to the Supplementary Terms and Conditions and provides answers to questions from prospective bidders. The project involves the acquisition, delivery, staging, and deployment by barge of native Florida limestone aggregate to enhance up to fourteen (14) subtidal oyster reefs at the Florida State University (FSU) Coastal & Marine Laboratory in Franklin County. The work is to start no more than two weeks after receiving the Notice to Proceed and must be completed by June 15, 2024, with a final invoice due by June 30, 2024. The contractor's general work hours are 8:00 am to 5:00 pm, Monday through Friday, with flexible daylight hours permitted upon approval.

The budget for this project is $320,000. The only material allowed for this project is large limestone rocks ranging from 8 to 12 inches. Substitution of concrete is not permitted. The 12-inch border around the 8 to 12-inch center fill is required if the contractor is unable to obtain 12-inch limestone for the entire reef build. A pre-bid meeting was held, and the sign-in sheet has been posted on the Vendor Information Portal.

BEGIN ADDENDUM #1

Item #1: Changes to the SUPPLEMENTARY TERMS AND CONDITIONS

A. Term #5 is hereby revised to read as follows:

In accordance with the General Terms and Conditions, the number of days from Notice to Proceed with Construction to Substantial Completion shall be no more than sixty (60) calendar days and Final Completion shall be ten (10) calendar days thereafter (actual number of days to be determined based on when Notice to Proceed is issued). Work is to start no more than two (2) weeks after receiving the Notice to Proceed unless otherwise agreed upon by the FWC Project Manager. All oyster reef construction including FWC identified deployment corrections, must be completed by July 15, 2024. A final invoice must be delivered to the FWC Project Manager no later than two (2) weeks after completion by July 31, 2024. FWC, as its sole discretion, retains the right to change the beginning and/or completion date if conditions warrant such a change.

B. Term #11 is hereby revised to read as follows:

The Contractor’s general work hours should be standard 8:00 am to 5:00 pm and during Monday – Friday. Flexible work hours may include earlier start and later end times but will only be permitted during daylight hours (Sunrise to Sunset). Work hours outside the standard hours of 8:00 am to 5:00 pm must be approved by the FWC Project Manager and the FSU Coastal and Marine Laboratory site managers in advance.

C. Term #13 is hereby revised to read as follows:

All native Florida limestone aggregate material is subject to review and approval by the FWC Project Manager before placement.

(a) The Contractor shall provide the location of the area where the material will be sourced to allow FWC to verify the proposed material. FWC has the right to request additional information from the Contractor including, but not limited to, a copy of a current materials laboratory assay (data sheet) dated within 60 days of bid opening, which reports

1) the respective average dry bulk density of the material (lbs. per cubic foot or yard), 3) the percentage of magnesium, and 4) Mohs hardness of the proposed material. The Commission will notify the Contractor of approval of proposed materials within three (3) business days of receipt. If modifications are requested by the Commission, the Contractor must submit modifications within five (5) business days.

(b) The Contractor shall not obtain material from the Marianna Karst system near

Marianna, Florida due to ecological concerns with the native cave systems.

FWC 23/24-92C ADDENDUM #1 3

Item #2: Questions and Answers

Question #1: Tonnage?

Answer #1: Material tonnage depends on the type, density, and size of the material sourced. For this project, clean Florida limestone rocks ranging from 8” to 12” will be used to complete up to 14 subtidal oyster reefs. These oyster reefs range in height dependent on Mean Tide Level elevations. An estimated 4,500 to 7,500 cubic yards are planned for this project.

Question #2: What are the completion dates for the work and submittals?

Answer #2: Work is to start no more than two (2) weeks after receiving the Notice to

Proceed unless otherwise agreed upon by the FWC Project Manager. All oyster reef construction including FWC identified deployment corrections, must be completed by June 15, 2024. A final invoice must be delivered to the FWC Project Manager no later than two (2) weeks after completion by June 30, 2024. FWC, as its sole discretion, retains the right to change the beginning and/or completion date if conditions warrant such a change. (See Addendum #1, Item #1.A.)

Question #3: What are the work hours?

Answer #3: The staging location and boat ramp is owned by Florida State University.

(See Addendum #1, Item #1.B.)

Question #4: Can we bring in a motor home and stay overnight on the property?

Answer #4: No, the staging area is considered private university property owned by the

Florida State University. The staging area is a locked compound where equipment and materials are protected from access by the general public.

The property also had stationed security guards to patrol the premises.

Question #5: May concrete be substituted for the limerock due to the cost of material?

Answer #5: No, large limestone is the only material allowed for this project.

FWC 23/24-92C ADDENDUM #1 4

Question #6: Is the budget amount for this project final?

Answer #6: Yes, bids should be quoted on completed oyster reef builds based on the available budget of $320,000.

Question #7: Is the 12" border in the plans required? The Class I riprap is already 8-10 inches.

Answer #7: The Engineering Drawings Sheet C400 lists the approved sizes of materials for this project as 8-12”. The border is 12” limestone rocks and the center fill is 8-12” limestone rocks. It is possible to only obtain 12” limestone for the complete reef build (fill and border), but if under 12” limestone is used for fill, the 12” border is required.

Question #8: Can we get a copy of the Pre-Bid Meeting Sign-In Sheet?

Answer #8: A copy has been posted as a separate document on the Vendor Information

Portal.
