About this file

This document is an Addendum No. 1 issued by the Florida Fish and Wildlife Conservation Commission (FWC) for Solicitation No. FWC 23/24-50, "Timber Inventory Multi-Area". The addendum provides answers to questions received from vendors and notifies of a scope change. The solicitation is seeking competitive pricing for timber inventory services across multiple Wildlife Management Areas (WMAs) and Wildlife and Environmental Areas (WEAs) in Florida. Responses to the solicitation must be received by 2:00 PM (ET) on Tuesday, December 19, 2023. The contract award will go to the bidder with the lowest total price, and partial payments are acceptable upon completion of individual WMAs/WEAs.

The addendum indicates the audits will be conducted to meet the Florida Forest Service standards, and vendors are not limited in the space provided to detail their project experience. FWC is open to a simplified sampling approach in the non-pine polygons to create a more affordable and efficient product. Timber harvests could occur in non-pine dominated forests if the assessment demonstrates a reduction in non-pine species would benefit the natural communities. The solicitation covers areas within Leon County and the City of Tallahassee.

BEGIN ADDENDUM

QUESTION #1

Could completed plots be billed monthly or prior to final deliverable even for partially complete WMA’s?

ANSWER #1

Invoices will only be paid for completed WMAs/WEAs. If the purchase order has multiple WMAs/WEAs, then a partial payment can be made for each completed

WMA/WEA.

QUESTION #2

Renewal – do we state the full cost of the inventory for each WMA for this year and do the same for all WMA’s for the renewal year?

ANSWER #2

Yes

QUESTION #3

Are the audit standards going to be the same as outlined by the Florida Forest Service in their manual?

ANSWER #3

Yes, the audits will be conducted to meet the FFS standard as outlined in the FFS manual.

QUESTION #4

Project experience – are we limited to the space identified in the ITB document or can additional pages be added if necessary?

ANSWER #4

No, you are not limited to the space identified in the ITB. Additional pages can be added if necessary. Ensure they are properly identified.

QUESTION #5

Could you please provide the bid evaluation form that will be used for this ITB to include the allocation of points per evaluated criterion?

ANSWER #5

The contract award will go to the bidder with the lowest total price. There will be no additional criteria evaluated. See “AWARDED BID/INSPECTION” section on Page 7 of the ITB.

QUESTION #6

In section 5.3 of the solicitation, it states “FWC reserves the right to work with the awarded contractor on minor modifications that create an enhanced or more efficient product.” In that regard and objective, is there any flexibility toward a strata-level inventory in the non-pine types by WMA resulting in a much more affordable and efficient product?

ANSWER #6

Yes, we would be interested in a simplified sampling approach in the non-pine polygons.

QUESTION #7

What management decisions does the FWC anticipate making regarding non-pine dominated forests? Do these include the possibility of timber harvests?

ANSWER #7

FWC will use the timber assessment to help better manage the natural communities on the Wildlife Management Areas. Timber harvests could occur in non-pine dominated forests if the assessment demonstrates that a reduction in non-pine species would benefit a natural community.

QUESTION #8

What percentage of the plots are in non-pine areas?

ANSWER #8

This varies by area. The table below shows the percentage for each area and overall (28%).

SCOPE OF WORK

FWC 23/24-50

TIMBER INVENTORY MULTI-AREA

2. MAJOR DELIVERABLE

2.2. As the vendor completes data collection on an area, they must provide the data to allow for check cruises. FWC staff will have 3 weeks to conduct the check cruise and provide feedback. Once FWC validates the data via the check cruise the vendor will use the data to calculate stand attribute values, populate the geodatabase for the area, and provide the populated geodatabase and a report on the inventory to the FWC.

It is acceptable for the vendor to provide individual area’s deliverables in advance of the deadline. Partial payment is acceptable upon completion of the WMA/WEA.
