About this file
This document is an addendum to a Request for Proposal (RFP) issued by the Florida Fish and Wildlife Conservation Commission (FWC) for Prescribed Burning Services in Hendry County Wildlife Management Areas. The RFP seeks competitive bids for prescribed burning services on Okaloacoochee Slough, Spirit of the Wild, and Dinner Island Ranch Wildlife Management Areas in Hendry County. The addendum includes questions from prospective bidders and FWC's responses. Key details include that a Type III bulldozer with plow meeting Florida Forest Service (FFS) standards is required, and having FFS on standby with a dozer/plow is acceptable. Bidders may attach supplemental documentation such as training certificates, FFS records, and prescribed burn manager cards to demonstrate their qualifications, but a Red Card alone is not sufficient. Responses are due by 2:00 PM ET on November 14, 2023.
The contract opportunity does not provide specific pricing terms, set-asides, or funding information. However, it notes that bidders must be registered in the MyFloridaMarketPlace system and with Sunbiz prior to the bid opening. The contract's term and any renewal options are not specified in the provided documents.

FWC 23/24-29 ADDENDUM #1 2
BEGIN ADDENDUM #1
Item #1 –Questions and Answers
Question #1: Is the Authorized Representative who is to sign off on the mandatory site visit an agent with FWC or is it an authorized member of the company bidding? In other words, are we to sign off on our own visit?
Answer #1: It should be an authorized representative from the Bidder’s company certifying that the site visit was completed.
Question #2: Can an equally and sufficiently sized and horse-powered farm tractor with fire plow be used in place of a Type III bulldozer? If not, would it otherwise be acceptable to retain the Florida Forest Service on stand-by with a tractor plow?
Answer #2: No, a Type III bulldozer with plow that meets Florida Forest Service (FFS) standards is required. Yes, having FFS on standby with a dozer/plow is acceptable.
Question #3: May the bidder's Red Card (Incident Qualification Card) be attached to the bid as supplemental proof of experience?
Answer #3: A potential bidder must meet and be able to demonstrate through proper documentation that they meet the minimum qualifications and experience outlined in the scope of work. Attaching a Red Card to the bid may serve as supplemental information but will not be accepted as the only documentation demonstrating they meet minimum requirements. Acceptable documentation includes, but is not limited to, training certificates, Florida Forest Service Web-
Based Open Burn Authorization Request (WebOBA) records, prescriptions demonstrating role and community types burned, Florida certified prescribed burn manager card, etc.
