IDENTICAL TIE BIDS

Preference shall be given to businesses with drug-free workplace programs. If two (2) or more bids which are equal with respect to price, quality, and service are received by the State or by any political subdivision for the procurement of commodities or contractual services, a bid received from a business that certifies that it has implemented a drug-free workplace program shall be given preference in the award process.

Contractors must complete the Identical Tie Bid / Drug Free Workplace form (Attachment D) provided and return it with their bid.

SUPPORTING/SUPPLEMENTAL INFORMATION

The Commission requires that bidders submit all required technical, specification, and other supporting information with their bid, so that a detailed analysis and determination can be made, by the Contract

ITB’s requirements. The requirement for such supplemental information will be at the reasonable discretion of the Commission and may include the requirement that a bidder will provide a sample product(s) so that the Commission can make a first-hand examination and determination.

A bidder's failure to provide this supplemental information or the product sample(s), within the time set by the Commission, will cause the Commission to consider the Contractor non-responsive and reject the

Contractor’s bid.

CONFIDENTIALITY/PUBLIC RECORDS LAW

Bidders are cautioned that Florida law generously defines what constitutes a public record and grants broad rights of public access to those records; see, for example, section 119.07, F.S. If a Bidder believes that its response contains information that is confidential or exempt from disclosure under Florida Law, the Bidder shall clearly segregate and mark that information (for example, stamp each page "Confidential" and place it in an envelope marked "Confidential") and briefly describe in writing the grounds and specific legal citations for claiming exemption from the public records law. If after the notice of intended decision or thirty

(30) days after bid opening, whichever is earlier, the Commission receives a public record request related to the solicitation, the Commission will provide copies of public records that are not exempt to the requester.

The Commission will endeavor to provide notice to the Bidder of all public records requests received related to documents provided by the Bidder that were marked pursuant to this paragraph. In no event shall the

SCOPE OF WORK

FWC 23/24-112

RESEARCH SKIFFS FOR FISHERIES-INDEPENDENT MONITORING

PURPOSE

The intent of this bid is to obtain competitive pricing for research skiffs of conventional design (flat bottom, shallow draft, engine forward, tunnel hull mullet skiffs), such as those commonly used by commercial fisherman on the West Coast of Florida. The Commission anticipates ordering one 24-ft skiff immediately.

The Commission projects that one of each skiff size will be ordered in each of the 24/25 and 25/26 fiscal years. This brings an anticipated total of two 22-ft skiffs and three 24-ft skiffs; however, these quantities are not guaranteed. The Commission retains the right to order more or fewer as needed and/or as allowed by budget appropriations and legislative spending authority throughout the terms.

1. 22-FT. RESEARCH SKIFF

1.1. Minimum Specifications:

1.1.1. Overall length shall be 21-22 feet.

1.1.2. Maximum beam of 8 - 8 1/2 feet.

1.1.3. Sides of hull must be at least 24 inches high from chine to gunwale.

1.1.4. Gunwale shall be firmly constructed with knee braces or width to support equipment and crew.

1.1.5. The bottom must rise up at least 10 inches to a raked bow starting approximately 80 inches aft of the bow.

1.1.6. The sides of the hull must have a splash rail (without sharp edges) placed to minimize spray from the bow.

1.1.7. Must have a built-in forward motor-well with engine mount built for a 90HP Yamaha 4-stroke outboard motor mounted with ample room in tunnel to turn full range without prop chopping the hull when trimmed.

1.1.8. Forward bottom of motor well must have a cavitation plate deflector to reduce water entry up into the well and provide additional planing surface.

1.1.9. Aluminum or fiberglass reinforced plastic (FRP) skegs 36-inch long by 3 inch (depth protrusion) by 1/4 - 3/8 inch thick firmly attached at each side of the rear of the tunnel.

1.1.10. Hull cavities below deck on either side of engine well shall be filled with sufficient Coast Guard approved floatation foam of 2 lb. density such that vessel cannot be sunk, and engine cannot be submerged even if swamped. The foam area shall be plumbed such that water in the bilge areas can flow through the foamed area to be pumped out forward or drained out aft.

1.1.11. Vessel must have a completely enclosed, though accessible, properly vented fuel tank of 30-35 gallon capacity. Must have an easily accessible filler cap, an easily accessible fuel line leading

Ch. 287 Invitation to Bid – Revised 3.27.2024 FWC 23/24-112, Page 11 of 50 to the engine, and an easily accessible plumbed overflow vent. Fuel tank to meet National Marine

Manufacturer’s Association (NMMA) and Coast Guard construction and installation requirements including baffles and grounding wire. Gas tank to be constructed of aluminum.

Finished fuel tank bulkhead should have a height of 13-16 inches from the deck and be constructed such that no bare material on the inside of the compartment can absorb fuel or water.

Fuel tank bulkhead to be placed 44 inches from the stern. Fuel tank to be constructed by a recognized manufacturer of aluminum fuel tanks. Tank to be fastened securely and supported by runners or frame that will allow accumulated water to drain from the bulkhead by a ½-¾ inch threaded plug fitted through the side of the hull.

1.1.12. Forward of the engine well on the deck there must be an inspection plate for placement of a bilge pump and bolting on jack-plate or engine. All bulkheaded cavities should drain to this area when boat is floating at rest. The builder will install a non-corrosive through-hull fitting mounted well above the waterline with attached bilge pump hose.

1.1.13. The stern must have a minimum 2- inch diameter “roller” (fiberglass covered PVC pipe or other design) that will prevent damage to the hull when nets are deployed.

1.1.14. The self-bailing deck shall be continuous and waterproof stem to stern. Scuppers of 1.5- 2-inch diameter fiberglass, PVC, or other tube shall be positioned above the loaded waterline at each side just forward of the fuel bulkhead, and at each side of the net well through the transom. Side scuppers are to be covered on the outboard side with a chrome plated brass, stainless steel, or aluminum clamshell facing aft to cause a venturi type suction of water exiting the deck as the vessel moves forward.

1.1.15. Motor well/tunnel should be built with “cut outs” such that the motor can be trimmed and turned without the propeller contacting and cutting into the hull at the intersection of the tunnel well side and the bottom.

1.1.16. All fasteners (bolts, nuts, washers, screws, etc.) used in construction must be stainless steel.

1.1.17. All deck fittings shall be of marine grade stainless steel, have backing plates and be through bolted using a suitable bedding compound. Builder must install four 6-inch stainless cleats on the gunwales, one at each forward quarter and aft at each side of the fuel tank bulkhead.

1.1.18. Center console shall be a minimum of 28 inches across and 30-34 inches in height with an inner flange angle to be fiberglassed or through-bolted to the deck.

1.1.19. A worktable/box shall be fixed to the aft end of the raised platform and be built of fiberglass, aluminum, or other non-degradable material. Dimensions of worktable to be 24 inches Length

(fore and aft) X 30 inches Width (across deck) X 38-40 inches overall Height. The top should be hinged from one side for access to interior of box. 1.2. Other Construction Notes:

1.2.1. Due to the nature of the work that the boat will perform (rugged commercial application), the manufacturer is to exceed the specified minimum lay-up, as outlined below:

a. Finish (off-white color) coating to keep cool temperature for deck and exposed surfaces.

Webbing or other light non-skid surface shall be added to walkway areas around console.

b. Hull bottom to be minimum of 3/16 inch if solid fiberglass or aluminum, and 3/8 inch or more if fiberglass sandwiched composite to assure structural integrity. All stress areas to include additional material as needed to assure structural integrity.

c. Hull sides, floor, decks, and console panels are to be at least 1/8 inch if fiberglass or aluminum, and 1/4 inch if fiberglass sandwiched composite as needed to assure structural integrity.

d. Gunwales shall be boxed or framed with knee braces spaced to ensure sturdy non-flexing sides.

e. All connections and seams shall be made to assure adequate bond per industry standard

(AWS D3.7:2004).

f. If aluminum construction, then box framing, T, or channel tubing (2x1x1/8 inches) shall form structural integrity between bottom of hull and deck and shall be adequate such that flexing, or bending is prevented.

2. 24-FT. RESEARCH SKIFF

2.1. Minimum Specifications:

2.1.1. Overall length shall be 24 feet.

2.1.2. Maximum beam of 8 1/2 feet.

2.1.3. Sides of hull must be at least 24 inches high from chine to gunwale.

2.1.4. Gunwale shall be firmly constructed with knee braces or width to support equipment and crew.

2.1.5. The bottom must rise up at least 10 inches to a raked bow starting approximately 80 inches aft of the bow.

2.1.6. The sides of the hull must have a splash rail (without sharp edges) placed to minimize spray from the bow.

2.1.7. Must have a built-in forward motor-well with engine mount built to accommodate a jackplate with a 4 to 6 inch set back and a 90 HP- 115 HP (larger 4-stroke size) outboard motor to be mounted.

Ch. 287 Invitation to Bid – Revised 3.27.2024 FWC 23/24-112, Page 13 of 50

2.1.8. Forward bottom of motor well must have a cavitation plate deflector to reduce water entry up into the well and provide additional planing surface.

2.1.9. Aluminum or fiberglass reinforced plastic (FRP) skegs 36-inch long by 3 inch (depth protrusion) by 1/4 - 3/8 inch thick firmly attached at each side of the rear of the tunnel.

2.1.11. Vessel must have a completely enclosed properly vented fuel tank of 40-50 gallon capacity. Must have easily accessible filler cap, fuel line leading to engine and plumbed overflow vent. Fuel tank to meet National Marine Manufacturer’s Association (NMMA) and Coast Guard construction and installation requirements including baffles and grounding wire. Gas tank to be constructed of aluminum. Finished fuel tank bulkhead should have a height of 13-16 inches from the deck and be constructed such that no bare material on the inside of the compartment can absorb fuel or water. Fuel tank bulkhead to be placed 47 inches from the stern. Fuel tank to be constructed by a recognized manufacturer of aluminum fuel tanks. Tank to be fastened securely and supported by runners or frame that will allow accumulated water to drain from the bulkhead by a ¾ inch threaded plug fitted through the side of the hull.

2.1.12. Forward of the engine well on the deck there must be an inspection plate for placement of a bilge pump and bolting on jack-plate or engine. All bulkheaded cavities should drain to this area when boat is floating at rest. The builder will install a non-corrosive through-hull fitting mounted above the waterline with attached bilge pump hose.

2.1.13. The stern must have a minimum 2 inch diameter “roller” (fiberglass covered PVC pipe or other design) that will prevent damage to the hull when nets are deployed.

2.1.14. The self-bailing deck shall be continuous and waterproof stem to stern. Scuppers of 1.5 - 2-inch diameter fiberglass, PVC, or other tube shall be positioned above loaded waterline at each side just forward of the fuel bulkhead and at each side of the net well through the transom. Side scuppers are to be covered on the outboard side with a chrome plated brass, stainless steel, or aluminum clamshell facing aft to cause a venturi type suction of water exiting the deck as the vessel moves forward.

2.1.15. Motor well/tunnel should be built with “cut outs” such that the motor can be trimmed and turned without the propeller contacting and cutting into the hull at the intersection of the tunnel well side and the bottom.

2.1.16. All fasteners (bolts, nuts, washers, screws, etc.) used in construction must be stainless steel.

2.1.17. All deck fittings shall be of marine grade stainless steel, have backing plates, and be through bolted using a suitable bedding compound. Builder must install four 6-inch stainless cleats on the gunwales, one at each forward quarter and aft at each side of the fuel tank bulkhead.

2.1.18. Center console shall be a minimum of 28 inches across and 30-34 inches in height with an inner flange angle to be fiberglassed or through-bolted to the raised platform that is 16-20 inches high.

(fore and aft) X 30 inches Width (across deck) X 38-40 inches overall Height (24 inches above raised deck). The top should be hinged from one side for access to interior of box. Tabletop shall have a three-inch vertical reveal on sides of tray top with one side (the hinge side) removable such that table contents can be dumped cleanly without leaking into the interior of the box.

2.1.20. All framing / bulkheads below deck shall have limber holes where necessary to also allow water to be drained from ½ inch threaded drain plugs through the stern on each side of the tunnel.

2.1.21. Completed vessel weight (without engine, rigging, or gear) is not to exceed 2,000 lbs.

2.2. Other Construction Notes:
