About this file

This document is an Addendum to a Request for Proposals (RFP) issued by the Florida Fish and Wildlife Conservation Commission (FWC) for the Lake Kissimmee Revegetation - Emergent Vegetation project. The Addendum revises the Scope of Work by providing updates on public access sites for the project and clarifying requirements for obtaining permits for donor plant collection. It also provides responses to two questions from prospective bidders regarding the availability of donor plants for Paspalidium germinatum, Kissimmee grass, and maidencane.

The RFP seeks competitive bids for supplying and planting emergent aquatic and wetland plants within Lake Kissimmee in Polk County, Florida. Bids are due no later than 2:00 PM ET on Tuesday, September 26, 2023. The Addendum specifies that any species proposed to be grown-out as 4" liners which require collection of donor plants from a "sovereignty submerged" waterbody or wetland will require the contractor to obtain FDACS-08450 permits, except for Paspalidium germinatum, for which FWC will provide a donor site in Lake Pierce, Polk County. The Addendum also clarifies that Paspalidium (Kissimmee grass) may only be supplied as 4" liner, Nursery-Grown, and maidencane may only be supplied as Bare Root, Nursery-Grown or Private Wild-Collected, or 4" liner, Nursery-Grown.

FWC 23/24-11 ADDENDUM #1 2

BEGIN ADDENDUM #1

Item #1 – Changes to the Scope of Work

The Scope of Work, Section 8 PROJECT SPECIFICATIONS, Item c) is hereby revised to read as follows:

c) Public Access (Lake Jesup and Lake Marian; Approved Relocation Site for giant bulrush):

i. Lake Jesup Wilderness Area (Park and Boat Ramp), Seminole County (Latitude 28.727399°

N / Longitude -81.264134° W; 5951 S. Sanford Ave; Sanford, FL 32773; Figure 2).

ii. Lake Marian, Osceola County (Latitude 27.872886°N / Longitude -81.051903°W; west end of Lakeside Boulevard, Kenansville, FL; Figure 3)

Item #2 –Questions and Answers

Question #1: Will FWC provide a donor source for cuttings of Paspalidium germinatum this year?

Answer #1: Per “Bid Requirements”, “any species proposed to be grown-out as 4” liners which require collection of donor plants from a “sovereignty submerged” waterbody or wetland (public wild collection), the Contractor must obtain

FDACS-08450 permits for collection of those species and provide copies of those permits to the Project Manager/Contract Manager prior to receiving Notice to

Proceed(s) for Propagation”. However, FWC will provide a donor site for

Paspalidium germinatum, if needed. The site we have is in Lake Pierce, Polk

County, Florida. If the contractor wishes to use this donor site for cuttings of

Paspalidium germinatum, the FWC Project Manager must be present so no

FDACS permit is needed.

Question #2: Will public donor sites be provided for Kissimmee grass and/or maidencane for this project? If so, will a FDACS permit be required from the contractor?

Answer #2: See response to Question #1 for liner-grown plants.

Paspalidium (Kissimmee grass) may only be supplied as “ 4” liner, Nursery-

Grown”.

Maidencane may only be supplied as “Bare Root, Nursery-Grown or Private

Wild-Collected OR 4” liner, Nursery-Grown”. Plants collected as “Bare Root, Relocated (Public Wild Collection from Off-site Donor Waterbody)” will not be accepted for supply for this project.
