Modification Form - Escambia County Contract Number Change
This is an executed modification form for Escambia County, Florida, related to the Artificial Reef Construction, Transportation, and Deployment project (AR2609 NRDA EscaRosa). The document formalizes a contract number change for the procurement involving the manufacture, transportation, and precise deployment of approximately 25 Patch Reefs within a 2 square nautical mile site located approximately 5 nautical miles southeast of Pensacola Pass in the Gulf of Mexico. The reef modules will be positioned at water depths of 45-65 feet, spaced approximately 500 feet apart, with final specifications and coordinates determined by Escambia County upon receipt of pricing. The proposal response deadline was December 1, 2025, at 10:00 am, with construction estimated for March 2026 and project completion required by May 1, 2026. The scope includes module manufacturing, preparation, transportation, deployment, and precise placement, with all modules subject to inspection within 1-3 weeks after deployment and any damaged modules requiring replacement at no cost to the county.
The total project funding is $450,000 from the Florida Artificial Reef Program, which is part of the Natural Resource Damage Assessment Phase III Early Restoration Plan related to the Deepwater Horizon Oil Spill. Escambia County reserves the right to reject all submissions or select a submittal to be funded at a lower amount. Successful contractors must demonstrate at least three similar Patch Reef artificial reef deployments at comparable depths within the past three years and maintain comprehensive insurance coverage including Protection & Indemnity Marine Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Maritime Workers Compensation ($1,000,000 limits), and Marine Pollution Liability ($1,000,000 per occurrence/$2,000,000 aggregate), with insurers carrying a minimum AM Best Rating of VIII and preferably an "A" or better rating. The modification form documents the executed change in contract identification necessary for contract administration purposes.
