About this file
This document is an addendum for Solicitation No. FWC 22/23-96, "Box R WMA Prescribed Burn", issued by the Florida Fish and Wildlife Conservation Commission (FWC). The addendum provides responses to questions regarding the scope of work, equipment requirements, and personnel qualifications for the prescribed burn project. Key details include allowing contractors to perform mechanical work to reduce fuel loads with prior approval, requiring a minimum of one Type VI Wildland engine and one Type III bulldozer on site during all burn operations, and clarifying that contractor personnel are not subject to the same training and testing requirements as FWC employees. The bid response deadline is 2:30 PM ET on Friday, April 14, 2023.
The contract is for prescribed burn services at the Box R Wildlife Management Area (WMA) in Florida. There is no incumbent contractor currently in place. Pricing terms and yearly acreage goals are not specified, but the addendum indicates weather parameter adjustments may be allowed with prior approval from the Project Manager or FWC Regional Biologist. The contract does not appear to have any set-aside requirements, and funding sources are not detailed.

QUESTION #1
Is any mechanical work allowed to be performed, like chopping or mowing, to reduce the fuel load along the prospective burn unit boundaries, if done at expense of the contractor?
ANSWER #1
Yes. With the prior approval of the Project Manager.
QUESTION #2
What other FWC-managed properties may be incorporated into this contract and the property’s prospective locations?
ANSWER #2
This contract only includes Box-R WMA.
QUESTION #3
If a contractor has an additional equipment and has a Type III (or larger) bulldozer available to be on site, will a contractor still be directed by FWC to have FFS standby (and pay for an additional standby)?
ANSWER #3
No. Only one Type III bulldozer is required to be on site. If the contractor does not own this equipment, they can pay for an FFS standby. Please refer to section 2.1.9 of the ITB (below).
2.1.9 The CPBM shall provide and maintain adequate equipment and personnel on the site while burning operations are in progress and while any risk of escape exists.
The CPBM shall have at minimum one (1) Type VI Wildland engine and one (1) Type III bulldozer with plow on site during all burn operations. If directed by the FWC Project Manager, the Contractor shall request a Type III bulldozer and plow unit with operator from the FFS to be onsite, on standby, for a burn. Cost of FFS Type III bulldozer and plow unit with operator should be included in bid response. All vehicles must be equipped with four-wheel drive. The FWC, upon request from the CPBM, may contribute, if available, personnel and equipment to assist on controlled burns.
Joint operations are encouraged but never required by the FWC to potentially allow more burn days by offsetting resource costs for individual burns.
