About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Fish and Wildlife Conservation Commission (FWC). It describes the intended purchase of a three-year contribution to the Manitoba Prairie Parkland Program from Ducks Unlimited for continued habitat conservation. The purchase is estimated at $150,000 ($50,000 annually) and is justified by the agency's interest in protecting critical waterfowl breeding grounds in Canada, which is a primary source of ducks that winter in Florida. The agency has determined that Ducks Unlimited is the sole source capable of providing the required services at the necessary scale through its coordinated efforts with DU Canada under the North American Wetlands Conservation Act.
The document indicates that any prospective vendors must provide information in writing regarding their ability to supply the required commodities or services by June 27, 2023. The agency will then review the information and, if it determines that the services are only available from a single source, it will provide notice of its intended decision to enter a single-source purchase contract. There are no specific pricing terms, set-asides, or funding sources mentioned in the document.

Performance and/or Design Requirements (e.g. intended use, function or application, compatibility, requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate):
Ducks Unlimited has an aggressive conservation strategy that includes restoring the productive capability in the Prairie Pothole Region for breeding waterfowl. This involves protection of existing wetland habitats through easements, restoration of lost wetlands, protection of existing upland habitats, and restoration of lost upland habitats to over 130,000 acres. The area is a primary Canadian source of ducks that winter in Florida. There are over 250 projects in the priority waterfowl areas, and new projects are continually being implemented through this program. Fall Flights is the Association of Fish and Wildlife Agencies (AFWA) program that commits state fish and wildlife agencies to provide funding to be used as match for the North American Wetlands Conservation Act (NAWCA) to support waterfowl breeding grounds

conservation in Canada. Strong support of this program by all state and provincial agencies attests to the commitment to continue to invest in Canadian waterfowl breeding ground habitats.
Intended Single Source:
Ducks Unlimited
Estimated Dollar Amount:
$150,000 ($50,000 annually over three years)
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
A significant percentage of Florida’s winter waterfowl migrate from prairie Canada, so Florida has a vested interest in projects that protect critical breeding habitat and increase waterfowl production in prairie Canada. Under provisions of the North American Wetlands Conservation Act, Ducks Unlimited coordinates with DU Canada to provide broad spectrum habitat conservation, retention and restoration projects of a magnitude that no other vendors can provide.
State matching fish and wildlife agency fees and other contributions result in more critical habitat being restored or conserved.
