About this file

This document is an addendum for the Florida Fish and Wildlife Conservation Commission's Solicitation No. FWC 22/23-124 for Fund Management for Panther Payment for Ecosystem Services Program. The addendum provides responses to written questions regarding the program enrollment responsibilities, funds disbursement process, and transaction estimates. The Commission plans to manage program enrollment and approval of applicants through an MOU with private landowners, while the Fund Management solution will only handle fund disbursement. The preferred interaction with the Fund Management solution is a simple process such as an email indicating the amount due to a landowner. The Commission expects less than 5 transactions in the tens of thousands each, annually. Disbursement can be via ACH or mailed check, but no other methods are being considered. The Contractor shall request reimbursement of any disbursements plus the overhead multiplier on a quarterly basis, as the Commission will not advance funds to the Contractor. Landowners will receive annual payments, but the payments may occur at different times throughout the year due to the timing of enrollment.

FWC SOLICITATION ADDENDUM 2

BEGIN ADDENDUM

QUESTION #1

(Section 1.3) How does the Commission plan to manage program enrollment responsibilities and approval of applicants including customer identification? Specifically, would program enrollment be managed through the Fund Management solution or managed outside of the Fund Management solution with different toolset?

ANSWER #1

Enrollment and approval will be managed through an MOU between FWC and the landowner. The Fund Management solution will only handle fund disbursement.

QUESTION #2

(Section 2.3) When enrolling and authorizing funds disbursements to private landowners, does the Commission prefer to interact with the Fund Management solution through a file upload process or through an intergrated solution by leveraging API’s?

ANSWER #2

We expect a simple process such as an email indicating the amount due to a landowner. If the Fund Management Solution prefers a file upload or an integrated solution, it should be stated in the bid.

QUESTION #3

(Section 2.3.2) Please provide the estimated number of transaction and disbursement amnounts.

ANSWER #3

Based on the estimated budget for this pilot project, we expect less than 5 transactions in the tens of thousands each, annually.

QUESTION #4

(Section 2.4) When considering the multiplier model, is the Commission wanting to disburse funds through specific disbursement method, such as an ACH to fund the private landowner bank accounts?

ANSWER #4

Disbursement can be via ACH or mailed check.

QUESTION #5

(Section 2.4) Is the Commission envisioning other disbursement methods that may be available for a landowner to choose their preferred method of receiving funds, such as a pre-paid debit card, PayPal, instant bank transfer, or paper check, which all may have varying fee structures?

ANSWER #5

We will only consider a paper check or electronic deposit.

FWC SOLICITATION ADDENDUM 3

QUESTION #6

(Section 3.3) Is this requirement specifically referring to the Contractor’s invoice of the overhead multiplier on a quarterly basis?

ANSWER #6

Funds cannot be advanced to the Contractor. The Contractor shall request reimbursement of any disbursements plus the overhead multiplier on a quarterly basis.

QUESTION #7

(Section 3.3) For avoidance of doubt, can the commission clarify that this requirement is not intended to require the Contractor to float the disbursement of funds to landowners on a quarterly basis, rather just the fees related to disbursement?

ANSWER #7

Landowners will receive payments annually. But landowners may not necessarily enroll at the same time, resulting in payments occurring at different times throughout the year. The Contractor may make a payment in January and another in February. Rather than request reimbursement after each payment, we are asking for a quarterly invoice.
