About this file
This document is an addendum to the Florida Fish and Wildlife Conservation Commission's (FWC) solicitation for Division of Law Enforcement Uniforms and Related Items, Bid No. FWC 22/23-120. The addendum provides updates to the approved equivalent products for specific items in the scope of work, corrects a specification, and responds to questions from prospective bidders. Key details include revised specifications for jackets, rain jackets, whistle and chain, and clip-on uniform ties. The addendum also clarifies that respondents must bid on all items in a group, provides information on pricing validity, and addresses other bidder questions related to retail showroom requirements, online ordering, minimum orders, and award criteria.
The contract will have an initial 3-year term with three 1-year renewal options. Pricing will remain the same for the initial 3-year term and for each 1-year renewal period. The award will be made to the lowest total price per group, and woman-owned or minority business status will not be a factor. The solicitation does not include forecasted quantities, and respondents are required to bid on all items in a group.

Addendum Item #3 - Questions and Answers
Question #1: Is it a requirement to have a retail showroom in Florida or if samples can be provided for sizing at no cost will that be allowed instead?
Answer #1: Yes. Please see Section 11.3 of the Scope of Work.
Question #2: Is on-line ordering a must?
Answer #2: Yes. On-line ordering is required. Please see Section 11.1 of the Scope of Work.
Question #3: Items 4, 22 & 23 are custom items and we do not carry them and we would have to have them made and this would require a minimum order and the bid states no minimums allowed. Is there a way we can still quote this section w/o these items or can we state a minimum order on these custom items?
Answer #3: No. Respondents must bid on all items in a Group. Pricing must follow the unit
(Price Per Item) on the price sheet.
Question #4: Item 5 is only available thru Samuel Browne & Gall’s in the color you are requesting and we do not deal with either of the companies; so my question is the same on this item as the previous questions, is there a way we can still quote this section w/o these items.
Answer #4: No. Respondents must bid on all items in a Group. Please see Addendum #1, Addendum Item #2 for the revised specification for Exhibit E, Item 5.
Question #5: Will prices quoted in the bid response remain valid for the length of the contract or will increases be allowed?
FWC 22/23-120, ADDENDUM #1 6
Answer #5: Please see the Price Sheet. The price will remain the same for the initial 3-year term of the contract and then the price for each 1 year renewal period goes into effect. For items which do not include columns for the renewal years, the price will remain the same for the initial 3-year term of the contract AND the 3 renewal years.
Question #6: Are respondents required to bid on all items in the invitation to bid?
Answer #6: Respondents must bid on all items in a Group .
Question #7: Will woman-owned business or minority business status be considered in the award or is it the lowest price wins the bid?
Answer #7: Award will be made to the lowest total price per Group.
Question #8: Quantities are not included in the bid, will forecasted or historical use of each of the items be shared to enable the vendors to issue more favorable pricing?
Answer #8: No additional information will be provided.
Question #9: Exhibit D Accessories Item 5. Clip on Uniform Ties – the specification indicates the ties shall be packaged one dozen per box. How should prices by submitted, per dozen or per each?
Answer #9: Pricing must follow the unit (Price Per Unit) on the price sheet.
Question #10: Price Sheet: Customization – are emblems to be priced separately or should the price to apply to the garment be included?
Answer #10: Emblems should be included in the item price. See Section 4.1 in the Scope of
Work. The Price Sheet for Groups 2 and 5 include a separate pricing for emblems and name strip to be priced separately.
Question #11: Under General Terms, section 3.5, it states that Bidders must already be an authorized V. H. Blackinton & Co., Inc dealer to bid on Sworn Uniform
Accessories (Exhibit E). The Contractor shall provide applicable standard and customized items as listed in this section. My question is if Smith and Warren can make all the same product that Blackinton makes, can this statement be modified to include Smith and Warren or be omitted altogether?
FWC 22/23-120, ADDENDUM #1 7
Answer #11: Items from V. H. Blackinton & Co., Inc. shall not be substituted for uniformity purposes.
Question #12: Under Exhibit D, Outerwear, Item #10 is a product made by and for a competing bidder. This item cannot be sold at wholesale for bidding purposes to anyone except Galls. Could new specs be written for this item based off product that all bidders are able to get at wholesale?
Answer #12: Please see Addendum #1, Addendum Item #1 for the updated specification for
Exhibit D, Item 10.
Question #13: Under Exhibit E, Accessories, Item # 5. Is this item mislabeled as a V.H.
Blackinton clip on Tie? This item seems to be a Samuel Broome Tie.
Answer #13: Please see Addendum #1, Addendum Item #2 for the revised specification for
Exhibit E, Item 5.
