About this file

This document is an Addendum to a Request for Proposal (RFP) issued by the Florida Fish and Wildlife Conservation Commission (FWC) for a Long-Term Vessel Storage Study. The Addendum revises the sealed response due date and public response opening date, provides a revised price sheet, and includes questions and answers related to the solicitation. The revised due date for sealed responses is June 22, 2022, at 2:00 PM ET, and the public response opening is scheduled for the same date and time. The study will examine the impacts of long-term stored vessels on local communities in the state of Florida, specifically in Leon County and Tampa City. The contract term is anticipated to be 15 months or less, effective from the issuance of the purchase order through October 31, 2023.

The revised price sheet includes line items for a kick-off meeting, research, monthly project meetings (15 months), a draft study report meeting, a final study report, and a final project meeting with a PowerPoint presentation. Respondents must complete the revised price sheet and submit it with their proposals. The FWC does not have a specific budgeted amount for this project and is seeking the results of the competitive process to determine the required budget.

ITEM #3 - QUESTIONS AND ANSWERS

Question #1: Regarding section numbering: On p16 of the RFP, IX. Final Study Report, Executive Summary, Powerpoint Presentation and Appendices, the section numbering starts at C. Can you clarify if that is just a numbering error, or if there may be sections missing?

Answer #1: This is a typographical error. They should be numbered A. – G.

Question #2: Does FWC have a budget for the project, and if so, what is that budget?

Answer #2: We do not have specific budgeted amount for this project. We would like to see the results of this competitive process (i.e., the studies proposed and the associated budgets needed).

Question #3: Do any of the study areas include any private submerged lands and if so , will there be a difference in objectives and approach to vessels on privately-owned submerged lands?

Answer #3: There is the possibility of private submerged lands located within the study area. This possibility is presumed to be small and the acreage involved should be minimal. There is existing law addressing privileges of the private land owners and authority of the state regarding navigation and anchoring over these private submerged lands. The possibility of this limited situation or exception should at least be mentioned as an exception in discussion of any proposed management strategy.

Submerged lands owned and managed by the federal government for military reservations, national parks, national wildlife refuges or such, are not included in the study area as they are outside the jurisdiction of the state in regards to anchoring and mooring. This situation or exception should at least be mentioned as an exception in discussion of any proposed management strategy.

Question #4: Page 55 - Attachment E, Price Sheet, Item 3.: Monthly Project Meetings is priced on a per month cost for 24 months, however the contract term is anticipated to be 15 months or less (per p4 TERM: The contract will be effective from issuance of Purchase Order through October 31, 2023). Will the Price

Sheet be adjusted to reflect the appropriate number of months for the duration of the contract?

Answer #4: See Addendum #1, Item #2.

FWC 21/22-98, Addendum #1, Page 3 of 3

Question #5: Under Section X. Deliverables, Paragraph A, will the Kick-Off Meeting be an in-person meeting or can the meeting be conducted by video conferencing?

Answer #5: In-person kick-off meeting highly preferred but video conferencing acceptable if conditions warrant.

Question #6: Under Section X. Deliverables, Paragraph C, is it required to use Gantt charts to show project schedule or can other project management software be used?

Answer #6: Any professionally recognized project management software can be used as long as there is a graphical illustration of the timeline, it ’s critical components and their relationships. Gantt charts or similar charts highly preferred.

Question #7: Under Section X. Deliverables, Paragraph D, will the Draft Study Report

Meeting be an in-person meeting or can the meeting be conducted by video conferencing?

Answer #7: In-person draft study report meeting highly preferred but video conferencing acceptable if conditions warrant.

Question #8: On Exhibit II, p. 20, are GIS shapefiles available for the map locations shown?

If so, can these shapefiles be provided in advance of RFP response deadline?

Answer #8: GIS files in ESRI ArcGIS shapefile point format are available for the map locations illustrated on Exhibit II, map of locations that are continuously used for long-term storage of numerous vessels at anchor. These will be provided to the awarded vendor to use in the study. At this time we request that respondents use the RFP exhibits provided for their proposals.

Question #9: On Exhibit III, p. 21-22, are GIS shapefiles available for the list of mooring field boundaries? If so, can these shapefiles be provided in advance of RFP response deadline?

Answer #9: GIS files in ESRI ArcGIS shapefile point format (not polygon format) are available for the map locations illustrated on Exhibit IV, map of mooring fields available to recreational boaters. These will be provided to the awarded vendor to use in the study. At this time we request that Respondents use the RFP exhibits provided for the proposals.

Question #10: On Attachment E, Item #3 of the Price Sheet, why does the calculation show

24 months when the timeline for completion will only be approximately 14 months for the duration of the project?

Answer #10: See Addendum #1, Item #2.
