About this file
This document is an addendum to an Invitation to Bid (ITB) issued by the Florida Fish and Wildlife Conservation Commission (FWC) for the purchase of 1 Bell 505 Jet Ranger X helicopter with the option to purchase 1 additional helicopter, for a total of 2 helicopters. The helicopters must be equipped with law enforcement modifications. Responses to the ITB are due no later than 2:30 PM ET on April 19, 2022. The contract term is 3 years, with no indication of renewal options.
The addendum addresses several questions and answers regarding the ITB requirements, including the pricing structure, delivery timeline, avionics specifications, searchlight options, paint scheme, and training requirements. FWC seeks competitive pricing and will not accept alternative delivery schedules or the removal of any required modifications. The helicopters are to be delivered to a location specified by the vendor awarded a separate contract for equipment and installation.

QUESTION #3
No monitor, Flir, or mapping system listed. Does the FWC want the aircraft electrically and structurally provisioned for the systems?
ANSWER #3
The provisions for the monitors will be completed by the modification vendors, which is in a separate bid that will be posted at a later date.
QUESTION #4

ANSWER #4
Yes, we will accept a separate solution.
QUESTION #5
Would the FWC be willing to accept a later aircraft acceptance if proposed?
ANSWER #5
No, FWC is looking to acquire (1) one, with the option of acquiring (2) two model year 2022-2023 Bell 505 Jet Ranger X Basic Aircraft
QUESTION #6
On the 505 FWC is requesting a steerable searchlight that is the HID version from Bell/Aeronautical Accessories. That light may not cause an issue, but we did have a very hard time completing the NVG certification with this light on the belly of the Bell 407, but on the 505 there is not that option. Could the searchlight be substituted?
ANSWER #6
Yes.
QUESTION #7
FWC requests competitive pricing for the acquisition of (1) one, with the option of acquiring (2) two Bell 505 Jet Ranger X’s. When does the Commission anticipate the other two aircraft to be completed/delivered, should they choose the option to acquire additional aircraft? When will the bidder know if FWC will be ordering additional ships? (Reference Scope of Work, Purpose, page 10).
ANSWER #7
To clarify, as of now, FWC requests competitive pricing for 1 Bell 505, with the option of purchase 1 additional Bell 505, totaling 2 new Bell 505’s.
QUESTION #8
Please clarify the location as to where the Commission wants the Bell 505 Jet Ranger X to be delivered. Will this be the same delivery location for the other two aircraft, should FWC choose to acquire additional aircraft? (Reference Scope of Work, 1. Initial Term Completion Date, 1.1., page 10)
ANSWER #8
An additional bid will be posted for equipment and installation. The vendor awarded that bid will be the point of delivery for the helicopter. FWC will notify the awarded vendor of this bid (FWC 21/22-80), the location of where the helicopter is to be delivered, when a vendor is awarded the bid for equipment and installation. To clarify, FWC requests competitive pricing for 1 Bell 505, with the option of purchase 1 additional Bell 505, totaling 2 new Bell 505’s.

QUESTION #10
Regarding Section 4 of the Scope of Work, the Nightscanner HID+ (700K candlepower) (AA) is NOT compatible with the Aerodynamix NVG Cockpit Lighting. Will the Commission accept a Bell 505 Jet Ranger X configuration without the Nightscanner HID+? The bidder believes the cockpit lighting to be a more essential system than the Nightscanner. Would the Commission consider removing the Nightscanner HID+ (700K candlepower) from the aircraft specifications? (Reference Scope of Work, 4. 2022-2023 Bell
505 Jet Ranger X Basic Aircraft and Modifications, 4.1.1. Avionics j. and 4.1.3. Exterior l., page 12 and 14)

A substitute would be acceptable if a moveable landing light can be found through a different vendor.
QUESTION #11
Please confirm the paint scheme, exterior decal(s), and any other current fleet paint codes the FWC wants included on bidder proposal? (Reference Scope of Work, 4. 2022-2023 Bell 505 Jet Ranger X Basic Aircraft and Modifications, 4.1.3. Exterior o., page 14)

Top Base Coat – Imron Medium Solids N5460 Platinum

Decals – FWC Badge, Logo, and “Law Enforcement” decal location to be determined by FWC
QUESTION #12
Please confirm the Commission requires x3 Audio panels, two for the pilots (located in the instrument panel or pedestal) and one located in the Center Console (between the pilot's seats) for the Aft cabin passengers for each aircraft? (Reference Scope of Work, 4. 2022- 2023 Bell 505 Jet Ranger X Basic Aircraft and Modifications, 4.1.1. Avionics g., page 14)
ANSWER #12
Yes. FWC prefers the 3 panels described in the scope of work. If this configuration is not acceptable, FWC would be willing to accept a substitute.
QUESTION #13
Please confirm that in 4.1.1. Avionics k. there is a typo in ‘Expanded Instrument Panel without air conditioning – 15-inch monitor (AA)’. This should read instead as ‘with air conditioning’ instead of ‘without’, as FWC has indicated that Air Conditioning systems are a required interior modification. Please note that a separate line-item will need to be created under section 4 of the Scope of Work to call out the 15-inch monitor, as the Expanded Instrument Panel and 15-inch monitor are two separate items. Please confirm that FWC is amenable to these changes? (Reference Scope of Work, 4. 2022-2023 Bell 505 Jet Ranger X Basic Aircraft and Modifications, 4.1.1. Avionics k. and 4.1.2.
