About this file

This document is an addendum to a solicitation issued by the Florida Fish and Wildlife Conservation Commission (FWC) for the St. Andrews Bay Derelict Vessel (Barge) Removal Project, solicitation number FWC 21/22-105. The addendum provides answers to questions submitted by potential bidders regarding the project, including details about the condition of the sunken barge, the depth of the water, and the environmental considerations for its removal. The addendum specifies that the contractor awarded the project will be required to take before, during, and after removal photographs of the vessel, and that the vessel must be disposed of in a Class 1 landfill unless otherwise approved by the FWC Contract Manager. If the vessel is to be scrapped for salvage value, the salvage value must offset the removal cost by at least 50% of the proceeds received.

The related state and local contract opportunity indicates that this is a competitive bid for the St. Andrews Bay Derelict Vessel (Barge) Removal Project, and the vendor submitting a bid must be registered in the MyFloridaMarketPlace (MFMP) system and with SunBiz prior to the bid opening. The project involves the removal of a derelict vessel from the St. Andrews Bay in Florida, and the bid response is due by 2:30 PM ET on Tuesday, May 24, 2022.

BEGIN ADDENDUM

QUESTION #1

Are there any actual photos of the barge as it rest currently?

ANSWER #1

The contractor awarded the project is required to take - before, during and after removal photos of the vessel to include disposal in their scope of work. A site visit is required by all potential contractors where they may photograph the vessel if needed at that time as well. This vessel can be easily located.

QUESTION #2

Is it sunken, is it beach or is it broken in half?

ANSWER #2

This vessel is sunken and resting on the bottom in approximately 4-5 feet of water.

Only the top of the barge is visible at high tide, and it’s located close to the shoreline of Shell Island.

QUESTION #3

How shallow is the water and is it in a protected area?

ANSWER #3

The water is approximately 4-5 feet in depth and is within an aquatic preserve area.

The investigating officer advised that there is sea grass within the area of the vessel but not directly under or next to the vessel at this time. Caution not to damage surrounding sea grass will need to be considered in removal plan.

QUESTION #4

Does FWC have a specific disposal/scrap yard that has been selected for the derelict barge, or is the scrap yard up to the Bidder’s discretion?

ANSWER #4

The vessel must be disposed of in a class 1 landfill unless otherwise specified and agreed upon by FWC Contract Manager. If it is to be scrapped for salvage value, the salvage value must offset the removal cost by 50% of the salvage proceeds received.

If scrapped, the bidder will determine and request approval for that chosen location.
