About this file

This document is an Addendum to the Florida Fish and Wildlife Conservation Commission's (FWC) Solicitation No. FWC 21/22-122 for the Gilchrist and Dixie County Derelict Vessel Removal Project. The addendum provides responses to questions regarding the project, including clarification that vessels with no hazardous material may be sent whole to a class 3 landfill, and that marking vessels with identifying numbers is not required but may be helpful for documentation purposes. The project is located in Leon County and the City of Tallahassee, Florida. All responses to the solicitation must be received by 11:30 AM ET on July 15, 2022.

The addendum provides guidance on the disposal of vessels, noting that photographic evidence of the vessel's destruction at the landfill must be submitted to FWC. Additionally, the addendum states that while marking vessels with identification numbers is not required, it may assist in providing evidence of the proper removal and disposal of each vessel. This is to protect FWC and the contractor from allegations of improper removal and disposal.

BEGIN ADDENDUM

May a vessel be sent in whole condition to a class 3 landfill?

Yes, this would be permissible if the disposed of vessel has no hazardous material on it.

Also, if transported in whole condition, photos must be taken of the vessel being destroyed at the landfill for submission to FWC at project completion.

In cases where a removed vessel has no remaining identifying numbers, is it necessary to mark the vessel with these IDs in the before, during, and after photos?

Marking the vessel is not required but may be helpful. The intent of the before, during and after photos to include destruction and disposal, are to provide evidence of the same vessel’s removal through destruction. Each photo must be marked with the law enforcement case number associated with that vessel. This evidence protects FWC and the Contractor from allegations of improper removal and disposal of the vessel.
