About this file

This Request for Information (RFI) seeks market research for the Full Spectrum ISR Operational NAF Support II (FUSIONS II) contract for the 616 Operations Center at Joint Base San Antonio-Lackland Air Force Base. The government is conducting a narrow-scope survey to understand market capabilities for critical labor categories (LCATs), with a particular focus on Joint Interface Control Officers (JICO) and other technical support roles in intelligence, data link operations, and network/system administration. The RFI targets both large and small businesses, encouraging joint ventures and teaming arrangements, with the potential for a multiple-award contract.

The survey requires respondents to provide details on employee credentials, position density and demand, historical hiring timelines, and challenges working alongside other contractors in intelligence community and technical support functions. Responses are limited to 3 pages, must be submitted by April 4, 2025 at 4:00 PM Central Time, and should be emailed to specified Air Force contracting personnel. The facility security clearance level is TS/SCI, and respondents are advised that participation in this RFI does not guarantee future contract opportunities. The government emphasizes submitting non-proprietary information and will use the responses solely for planning and market research purposes.

FULL SPECTRUM ISR OPERATIONAL NAF SUPPORT II

(FUSIONS II)

616 OPERATIONS CENTER – JOINT BASE SAN ANTONIO

REQUEST FOR INFORMATION – LCAT SURVEY

PURPOSE/DESCRIPTION:

This RFI is relatively narrow in scope. It is the Government’s intent to understand the market environment regarding specific, critical labor categories contained within the FUSIONS II PWS (particularly the Joint Interface Control Officer (JICO)). A multiple-award contract is being considered and this RFI is designed to allow the Government to better understand the capabilities of different business segments (Large and Small) to support the labor categories (LCATs) critical to this mission. Additional details regarding the associated certifications can be found on the draft PWS associated with this RFI.

This announcement constitutes a Sources Sought/Request for Information (RFI) for industry comment. The information obtained in this RFI will be used to build an acquisition strategy for FUSIONS II Services at various installations. This RFI is issued in an effort to survey the market to identify potential business sources that can provide services to support the 616 Operations Center (616 OC) and its mission to deliver timely and relevant intelligence data/products to the war fighter.

The 616 OC Joint Interface Control Cell (JICC) manages datalink connectivity for assigned, attached, and supporting Information Warfare (IW) missions to ensure reliable connectivity and data flow as well as providing global link 16 common operating picture (COP) to external entities.

The ISR Integration Branch supports planning, execution and assessment for Information Warfare (IW) activities across a wide range of air, space and cyber operations. The branch drives operations convergence for 24 diverse AF NNTI teams, champions analysis convergence for 13 TASEs/15 TATs and responds to AFCYBER intelligence requirements focused on defensive cyber operations missions.

The primary location for this acquisition is Joint Base San Antonio-Lackland (JBSA-Lackland) Air Force Base (AFB).

The Facility Clearance Level is TS/SCI.

Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards.
