About this file

This is a minimum specifications document for a state and local contract opportunity issued by the State of Hawaii's Division of Forestry and Wildlife. The procuring agency seeks one (1) new Rix RENV-B 1800-2000 FOM Fusion Night Vision Binocular System or equivalent, to be delivered to the Division of Forestry and Wildlife at 3060 Eiwa Street, Room 306, Lihue, Hawaii 96766. The system is a helmet-mountable binocular night vision device featuring integrated thermal imaging and image intensification fusion capability with real-time thermal overlay and articulating dual-pod design. The equipment must include two (2) Gen 2+ or better image intensifier tubes with white phosphor, a minimum Figure of Merit (FOM) of 1800 with maximum FOM acceptance of 2000 or greater, and a minimum resolution of 64 lp/mm. The thermal imaging component requires a minimum thermal resolution of 640×512 with 12 micrometer pixel pitch, thermal sensitivity of 30 mK, and a minimum frame rate of 50 Hz with multiple display modes.

The system must feature an OLED display with minimum 800×600 resolution, 1× optical magnification with a minimum 40-degree field of view, integrated digital compass and GPS navigation capability, and external battery pack powered by two (2) rechargeable 18650 batteries or equivalent. The equipment must maintain a minimum operating time of 60 hours in image-intensifier-only mode and 8 hours in fusion mode, with water resistance rating of IP67 or better and operating temperature range of -40°F to +122°F. Maximum system weight is restricted to 1.3 pounds for the main unit and 0.25 pounds for the battery pack, with helmet mount compatibility featuring a Wilcox-style dovetail mounting interface. The procurement requires inclusion of external battery pack, battery charger, wireless remote control, protective lens covers, carrying/storage case, and user manual.
